Hanoi - The Department of Planning and Architecture is building a software system to provide planning information, expected to be announced in November 2026.

On the afternoon of June 29, the Hanoi Capital Master Plan Exhibition with a 100-year vision officially opened at the Hanoi Museum, opening to welcome people and tourists to visit.

Sharing information with the press at the opening ceremony, Mr. Trinh Quang Dung - Head of the Urban Planning and Architecture Management Department, Hanoi Department of Planning and Architecture said that the Master Plan of the Capital with a 100-year vision is strategic and is one of the foundations for the development of the Capital.

This plan is implemented synchronously with a set of three capital development tools including: Resolution 15 of the Politburo, the Capital Law and the Capital Master Plan.

With these three tools, the city has in hand full planning, mechanisms, policies and political guidelines to implement investment projects in the area.

People need to understand that this is a strategic plan, defining urban functional areas, urban development areas and other functional areas to serve the socio-economic development goals of the city" - Mr. Dung said.

Also according to Mr. Dung, this Plan is merged between the Socio-Economic Development Plan (according to the Planning Law) and the General Plan for Capital Construction (according to the Urban and Rural Planning Law).

Under this plan, there are also zoning plans and detailed plans to clearly show the projects or land areas being managed.

This is a direction for strategic investors, departments, and sectors to base on proposing investment portfolios, gradually building Hanoi into a civilized, modern and happy city.

Regarding the issue that people are very concerned about, which is checking planning information, Mr. Dung said that the Department has built a software system to provide planning information. Currently, the software is being deployed in the testing phase.

According to the plan, this software system will be announced in November 2026 so that people can access it freely at any time.

In the display space on the 4th floor of the Hanoi Museum, we arrange an interactive screen for people to look up zoning planning projects in the city, as well as the 100-year vision of the Capital's overall plan" - Mr. Dung said.

Currently, the museum is only running a trial version, the system is in the development phase, so there may still be some errors. However, people can start to refer to it.

If you want to have the most official and accurate information, people can send applications to local authorities or the Department of Planning and Architecture.

Also according to the Head of Department, in the past, planning information was very difficult to access because this is a specialized field that people rarely care about. The ability to read and understand drawing documents is also a major obstacle. Planning always includes two parts: drawings and accompanying management regulations. On drawings, only colors are shown, while management regulations detail what is allowed to be done in that area.

Access is quite difficult due to the large amount of documents and people do not know where to find them. To understand, people must grasp the overall and structure of the project. People previously mainly only accessed at the level of general information, so there are still many limitations.

In the near future, with the software system being built, we will integrate all that content to make it as easy to understand as possible. When people click on a land plot, the system will display all functions and specific parameters so that they can easily grasp planning information as required" - Mr. Trinh Quang Dung said.
