Prioritize developing strategic infrastructure
On June 29, Hanoi City People's Committee organized a Conference to announce the Master Plan of Hanoi Capital with a 100-year vision and investment promotion in 2026.
The conference has about 1,200 delegates participating, including domestic and foreign investors and businesses.
Speaking at the conference, Member of the Party Central Committee, Chairman of Hanoi City People's Committee Vu Dai Thang said that today's conference marks the beginning of the process of organizing the implementation of the Capital Planning in the context that Hanoi has fully gathered the conditions to enter a new stage of development.
The convergence of long-term vision, a new institutional foundation and the city's strong determination to innovate has opened up favorable conditions for Hanoi to realize its aspiration to build a civilized, modern and modern Capital; becoming a center of innovation, finance, trade, services and international connection with high competitiveness in the region.
Resolution No. 02 of the Politburo has established strategic orientations for the Capital to fully promote its role as the national political and administrative brain center, the growth pole of the Red River Delta region and the whole country.

The Capital Law 2026 creates a new legal framework with many decentralization and delegation mechanisms and outstanding specific policies, giving the City greater initiative in mobilizing resources, developing infrastructure, organizing development space and implementing strategic projects.
This is a special competitive advantage of Hanoi in the current period; at the same time, it creates conditions for the city to improve management capacity, improve management quality, shorten investment preparation time, reduce compliance costs and create a stable, transparent, favorable investment environment with high forecasting capacity.
Hanoi identifies developing strategic infrastructure as one of the top priority breakthroughs, a foundation for expanding development space, improving competitiveness and creating new growth room for the Capital in the coming decades. This is also the period when the city simultaneously deploys the largest infrastructure investment volume ever.
According to Mr. Vu Dai Thang, a decisive driving force is to innovate management methods.
Hanoi builds a constructive, incorruptible, professional and serving administration; taking people and businesses as the center; taking the quality of management and implementation efficiency as a measure of the capacity of the apparatus.
The three driving forces of institutions, infrastructure and governance innovation are creating a foundation for the Capital Planning to quickly go into life, while opening up new development spaces, new markets and new investment opportunities.
The Capital Planning establishes a multi-center, multi-polar, multi-tiered development model, developing towards large volume public transport; effectively exploiting elevated space, underground space and digital space; forming new growth poles, innovation centers, finance, trade, logistics and high-tech industry.
This is an important shift in Hanoi's development thinking: from broad development to development based on quality, efficiency, innovation and competitiveness; from exploiting existing advantages to proactively creating new advantages.
On that basis, the city prioritizes attracting investment in fields with high added value and large spillover potential, including strategic transport infrastructure; urban development according to the TOD model; high technology, semiconductor, artificial intelligence, data centers; new generation industrial parks; smart logistics; clean energy; circular economy; cultural industry; tourism; high-quality health and education.
These are areas that have the potential to create new growth drivers, improve labor productivity, human resource quality, people's quality of life and the competitiveness of the Capital in the long term.
Public and transparent investment environment
According to Mr. Vu Dai Thang, the city firmly adheres to the view that development takes quality, efficiency, innovation and sustainable development as the foundation.
Hanoi does not attract investment at all costs, does not trade the environment, culture and quality of life of the people for mere growth; but prioritizes projects with high added value, high content of science, technology and innovation; effectively using resources, developing in a green, circular and low-emission direction; capable of forming value chains, spreading technology and improving the competitiveness of the economy" - Chairman of Hanoi People's Committee Vu Dai Thang emphasized.
Hanoi wishes to accompany investors with long-term vision, modern management capacity and social responsibility; together with the city to build new development spaces, new economic sectors and new growth drivers.
For its part, the city is committed to continuing to improve the investment environment in a public, transparent, stable and highly predictable direction.





Planning, project lists and procedures will be publicized, digitized and standardized; the responsibilities of each agency, each level, and each individual are clearly defined; all difficulties and obstacles of businesses are received and handled in the spirit of companionship, sharing and responsibility.
For key projects, the city will clearly assign focal points to monitor, urge and directly remove difficulties throughout the implementation process.
The city government will always listen, accompany and solve work with the highest sense of responsibility, so that every investor when choosing Hanoi can be assured to invest, develop long-term and sustainably.
Right at today's Conference, the city announced 276 projects calling for investment in key areas; and at the same time awarded investment policy decisions, investment registration certificates and signed memorandums of understanding on cooperation with many large domestic and international enterprises and corporations.
Each investment decision today will contribute to creating the face of the Capital in the coming decades. Each successful project will make a practical contribution to the goal of building Hanoi into a dynamic development center of the region and contribute to realizing the aspiration to build a developed, strong and prosperous Vietnam" - Mr. Vu Dai Thang emphasized.
