The Ministry of Public Security has issued Plan No. 370/KH-BCA-V01 to launch a 50-day and night peak period of issuing electronic identification cards to foreigners. The implementation period is from July 1 to August 19.


According to Lao Dong at the Immigration Department (PA08, Ho Chi Minh City Police), many foreigners come to do electronic identification procedures. The unit also increased staff to support the implementation of procedures for foreigners.
Lieutenant Colonel Nguyen Manh Truong, Deputy Captain of Team 3 (PA08, Ho Chi Minh City Police) informed that after the police of 3 localities including: old Ho Chi Minh City, Ba Ria - Vung Tau (old) and Binh Duong (old) merged and reorganized the apparatus, PA08 Department received and resolved administrative procedures at 3 addresses: 196 Nguyen Thi Minh Khai, Xuan Hoa Ward; 239 Ngo Gia Tu (Thu Dau Mot Ward), 120 Pham Hung (Ba Ria Ward).

The merger of localities from July 1 has caused the number of foreigners coming to do procedures to increase, but the work at 3 locations is still carried out smoothly, without congestion or stagnation. To ensure the requirements of the work, the commanders and officers of PA08 must be on duty 24/7 at the unit to immediately handle any incidents if any.


With the motto "After work, not just time", after receiving people at 9pm every day, PA08 officers and soldiers continue to work to resolve the work, avoiding backlogs and file congestion. Working hours are in the morning at 7:30 and in the afternoon from 1:30 p.m., but PA08 always opens earlier to make it easier for people to get a queue number.
While waiting for his turn to be granted an identification, Mr. Paulin Jeremy Jean Elie (French nationality) said that he and his wife, who are Vietnamese, knew that foreigners were granted identification accounts through media channels, so they went to PA08 to complete the procedures. I have lived in Vietnam for more than 20 years. An identifying account will make my work more convenient, said Mr. Paulin Jeremy Jean Elie.


Mr. Yeon Jedong (Korean nationality) said that his company operates in the construction sector in Vietnam and the VNeID app helps complete the company's procedures quickly and conveniently.
According to statistics, more than 20,000 foreigners in Ho Chi Minh City need to be granted a level 2 identification code. From July 1 to July 17, PA08, Ho Chi Minh City Police received over 5,000 identification records for foreigners at 3 facilities.

Lieutenant Colonel Nguyen Manh Truong said that when applying for a level 2 identification, foreigners need to prepare: valid passport; valid permanent residence card, temporary residence card; the owner's phone number currently used in Vietnam; portrait photo taken directly at the place of receiving the electronic identification account. When arriving at the reception point for issuing an electronic identification account, foreigners must present complete personal documents; provide complete and accurate information on the Electronic identification account application form...

The electronic identification and authentication management agency notifies the account registration results via email address of the registered person. The time for processing the issuance is within 3 to 7 working days from the date of receipt of a complete and valid application.
