The People's Committee of Bac Ninh province has just issued an official dispatch on continuing to focus on handling serious environmental pollution in Phong Khe ward - Bac Ninh city, Van Mon commune - Yen Phong district, Phu Lam commune - Tien Du district; other craft villages and areas causing serious environmental pollution in the province.
Accordingly, after 5 months of implementing the direction of the Standing Committee of the Bac Ninh Provincial Party Committee, the drastic participation of the entire political system and the environmental pollution situation in 3 areas (Phong Khe, Van Mon, Phu Lam) has had positive changes.
However, after the dissolutions of district-level police units, the handling of environmental pollution in the above 3 areas is showing signs of complication, production facilities are operating blatantly without fully meeting the conditions prescribed by law; in the province, there are still craft villages and areas that cause serious environmental pollution, creating bad public opinion among the people.
To immediately handle the above incident, the Chairman of the People's Committee of Bac Ninh province requested:
The Chairman of the People's Committee of Bac Ninh city, Tien Du district and Yen Phong district directed the departments and functional agencies to preside over and coordinate with the Provincial Police; the Departments of Agriculture and Environment, Construction, Finance, Bac Ninh Power Company to immediately inspect establishments showing signs of operation that do not meet legal conditions (in 3 areas: Phong Khe, Van Mon, Phu Lam), resolutely handle according to the provisions of law; report to the Chairman of the Provincial People's Committee, before March 10, 2025.
The Director of the Provincial Police urgently directs functional departments to immediately inspect facilities that are intentionally operating when not qualified in 3 areas: Phong Khe, Van Mon, Phu Lam, handle them at the highest level (including at the criminal level according to the provisions of law); report to the Chairman of the Provincial People's Committee, before March 10, 2025.
The Director of the Department of Agriculture and Environment shall preside over and coordinate with the Departments: Construction, Finance; Provincial Police; People's Committees of districts, towns and cities; Bac Ninh Power Company to advise the Provincial People's Committee to issue a plan to handle environmental pollution in the remaining craft villages and areas causing serious environmental pollution in the province; report to the Chairman of the Provincial People's Committee, before March 15, 2025.
Phong Khe craft village (Bac Ninh city), Phu Lam industrial cluster (Tien Du district), Van Mon commune (Yen Phong district) have traditional paper-making and aluminum smelting occupations for a long time.
Paper making and aluminum smelting bring a prosperous life to local people but also leave serious environmental consequences for decades.
Recently, these are 3 environmental pollution hotspots that Bac Ninh province has identified as having to be completely handled.
Through the work of mobilizing, inspecting, and handling violations, hundreds of craft village production households in the above 3 hot spots have voluntarily dismantled factories, machinery, incinerators, etc. to stop operations according to the policy of Bac Ninh province, bringing positive changes to the environment.
However, recently, public opinion has reported that some facilities have resumed operations without ensuring the conditions prescribed by law.
