As for printing accessories (including ribbon, intermediate film, printer cleaning card), public bidding is carried out online.
Pursuant to the Decision of the Provincial People's Committee, starting from May 3, 2024, Long An Department of Transport has implemented the procedure for organizing public bidding online for the procurement of license printing accessories with the quantity of 64 ink cartridges (ribbons). ), 96 intermediate film cartridges; 48 cleaning cards (corresponding to 48,000 driving licenses).
Implementing bidding procedures takes a long time, so on July 4, 2024, the Department of Transport signed a contract with a winning company in My Tho City (Tien Giang province). On July 13, 2024, Long An Department of Transport advanced 30% of the contract value, equivalent to nearly 267 million VND, to ensure that the company won the bid to provide license printing ink as soon as possible.
However, up to now, the contractor has only delivered 01 roll of ribbon and 01 roll of intermediate film to Long An Department of Transport. The Department of Transport has invited company representatives twice to discuss, discuss and resolve the issue. However, both times this contractor did not come.
Currently, Long An Department of Transport continues to request the winning bidder to urgently speed up the progress of providing printing accessories to serve the timely printing of driving licenses for people.
To solve driving license printing, Long An Department of Transport contacted and borrowed license printing accessories from a number of other provinces' Departments of Transport. But there was so much demand that it was used up. Therefore, from May 2024 until now, many people who have completed the driving test have not yet been granted a driving license according to regulations.
According to regulations on training, testing, and issuance of motor vehicle driving licenses, the time to issue driving licenses is no more than 10 working days from the end of the testing period; Within 05 working days from the date of receiving complete documents according to regulations, the Department of Transport will change the driving license.
"Due to the lack of license printing accessories, from the beginning of May 2024 until now, the Department of Transport owes more than 10,000 driver's licenses to people" - Mr. Dang Hoang Tuan said.
The risk of debt is up to nearly 29,000 driving licenses
According to the expectations of the Long An Department of Transport, if the period of no license printing accessories continues to be extended, the debt to issue driving licenses for those who have completed the test and renewed them will increase significantly. It is expected that by December 2024, nearly 29,000 driving licenses will be owed.
Mr. Dang Hoang Tuan said that to resolve the backlog of license printing, the Long An Department of Transport has just submitted a written request to the Provincial People's Committee to allow the department to buy additional printing accessories in 2024 (including ribbon, intermediate film, cards). printer cleaning) directly at the Professional Documentation Technical Center - H09 Institute - Ministry of Public Security, like from 2012 to the end of 2023.
Funding for the purchase is nearly 557 million VND, from the state budget estimate for 2024 and socialization sources. Once the unit has won the bid to hand over all license printing accessories, the Department of Transport will continue to use it in 2024, repay the previous loan to the provincial Departments of Transport and switch to use in 2025.
In the long term, Mr. Dang Hoang Tuan said, the department also recommends solutions to avoid a shortage of license printing accessories in 2025, especially at the beginning of the year. Accordingly, the Department of Transport proposed to the Provincial People's Committee to approve the policy so that the department can carry out the bidding procedures for purchasing license printing accessories in 2025 in the fourth quarter of 2024.
According to this plan, the Department of Transport will sign a contract with the winning bidder after January 1, 2025, ensuring the correct order and procedures according to regulations. Funding source is from the state budget estimate for 2025. The number of license printing accessories proposed to be purchased in 2025 is nearly 1.2 billion VND.
