On April 2nd, informing Lao Dong Newspaper, the Commander of Highway Traffic Police Team No. 1 (Department 6 - Traffic Police Department) said that during patrols and inspections, the unit continued to detect contractors violating regulations on construction and maintenance of works within the land area for roads on the Noi Bai - Lao Cai expressway.
Accordingly, through inspection of the section from Km123 to Km139, Traffic Police Team No. 1 discovered that Hoa Hiep Co., Ltd. committed the following violations: Not arranging people to warn and guide traffic when constructing on the road being exploited; Stopping vehicles on the expressway in the wrong place (for vehicles serving construction).
For the above acts, functional agencies have administratively fined a total of 25,000,000 VND. At the same time, the traffic police force has applied an additional penalty form: revoking 6 points on the driver's license for drivers who directly violate.
The Traffic Police force requests construction units on operating roads, especially expressways, to strictly comply with legal regulations.
The full deployment of warning forces, traffic signs and traffic diversion is mandatory to ensure absolute safety for people and vehicles in traffic, avoiding unfortunate accidents.
Previously, in January 2026, during patrol and control at Km126+300, the Task Force of Traffic Police Team No. 1 also discovered that the undertaking unit, Hoa Hiep Co., Ltd., led by Mr. Nguyen Dinh Quynh, the construction commander, was operating on the road with traffic signs but not fully in accordance with regulations.
Based on the provisions of point a, clause 4, Article 13 of Decree No. 100/2019/ND-CP dated December 30, 2019 (amended and supplemented in Decree No. 123/2021/ND-CP of the Government), Traffic Police Team No. 1 issued a decision to fine the construction unit 12 million VND, forcing it to immediately implement traffic safety measures according to regulations.
The project to expand the Yen Bai - Lao Cai section of the Noi Bai - Lao Cai expressway is implemented on a length of more than 121km, from Km123+080 to Km244+155.
According to the design, the project expands the road surface from 2 lanes to 4 lanes, with a roadbed width of 24m. At the same time, add a median strip, ensuring synchronization with the sections that have been expanded in the previous phase.
The project has a total investment of nearly 7,700 billion VND. The project started in October 2025 and is scheduled to be basically completed in 2026.
