On March 9, informing Lao Dong Newspaper, the Commander of Highway Traffic Police Team No. 1 (Department 6 - Traffic Police Department) said that during patrols and inspections, the unit discovered many violations of regulations on construction and maintenance of works within the land area for roads on the Noi Bai - Lao Cai expressway.
Accordingly, on the morning of March 6, at Km165+300, Team 1's working group discovered LIZEN Joint Stock Company organizing construction under the direction of Mr. Nguyen To Hieu as project commander. This unit had construction acts on the road being exploited but did not fully implement the contents according to the issued license.
Based on the provisions of point b, clause 4, Article 8 of Decree No. 336/2025/ND-CP dated December 22, 2025, Team 1 issued a decision to fine the construction unit the amount of 17 million VND, and at the same time requested to terminate the violation and urgently implement all measures to ensure traffic safety (traffic organization measures) according to regulations.
Previously, on the morning of January 21, during patrol and control at Km126+300, the Task Force of Team 1 discovered that the unit under construction, Hoa Hiep Co., Ltd., led by Mr. Nguyen Dinh Quynh, the construction commander, was operating on the road with traffic signs but not fully as prescribed.
Based on the provisions of point a, clause 4, Article 13 of Decree No. 100/2019/ND-CP dated December 30, 2019 (amended and supplemented in Decree No. 123/2021/ND-CP of the Government), Team 1 issued a decision to fine the construction unit 12 million VND, forcing them to immediately implement traffic safety measures according to regulations.
According to the Traffic Police Department, the section from Km123 to Km244 on the Noi Bai - Lao Cai expressway, belonging to Lao Cai province, is in the process of widening lanes. Due to construction, the road surface for vehicles to run is narrowed, posing many risks of traffic unsafety.
Functional forces recommend that vehicle drivers strictly comply with the allowed speed, carefully observe vehicles in front, maintain a safe distance and absolutely do not encroach on the lane when moving through this area.
After more than 3 months of expanding construction, the Noi Bai - Lao Cai expressway recorded many traffic collisions in construction areas.
According to statistics, from the time of construction permits to March 3, 2026, the entire route recorded 31 collisions and traffic accidents, injuring 6 people and killing 1 person. In the Tet holiday alone (from January 14 to 23 of the lunar calendar), 10 cases occurred.
Most recently, on March 3, a pickup truck running in the direction of Noi Bai when reaching Chau Que commune (Lao Cai province) crashed into a corrugated iron fence protecting the construction site and then rushed into the construction area. The truck overturned, heavily damaged; the driver died on the spot after being pierced through an iron bar from the construction fence.
Mr. Tran Ngoc Hai - Deputy Director of the Northern Expressway Project Management Board - said that construction on the operating route always contains potential risks, especially in narrow road surface sections or construction site opening areas.
According to Mr. Hai, although the traffic safety assurance plan has been approved, some inadequacies still appear during the implementation process.
Some reflection sections are not thick enough, some night lighting locations are not effective, and construction site opening points need to be strictly controlled," Mr. Hai said.
