Sharing with Lao Dong Newspaper on August 1st, Mr. Ly Manh Hung, Village Head cum Deputy Secretary of Duoc Village Party Cell, Duc Nhan commune, Phu Tho province, said that he had just received a support amount for the title of Deputy Secretary of the Party Cell (759,000 VND). The village head allowance (5.5 million VND) will also be paid soon.
Mr. Hung added: "Previously, I received a village head allowance of about 2.95 million VND/month, and a Deputy Secretary of the Party Cell allowance of more than 400,000 VND.
This new policy helps village officials like us to be more assured in their work, especially in the context of increasingly high requirements for grassroots officials, from propaganda and mobilization of people to deploying digital transformation tasks and administrative reform.
Previously, the Phu Tho Provincial People's Council issued Resolution No. 13/2026/NQ-HĐND stipulating the monthly allowance level for non-specialized workers and people participating in activities in villages and residential groups in the province.
According to the resolution, villages and residential groups are divided into two groups to apply allowances appropriate to the scale and nature of the area. For three titles including Secretary of the Party Cell, Village Head (Head of the residential group) and Head of the Fatherland Front Work Committee, the allowance is calculated based on the base salary of 2.53 million VND/month.
In special or large-scale areas, Party Cell Secretaries and Village Heads receive an allowance of 5.566 million VND/month; Heads of Front Work Committees receive 4.301 million VND/month.
For the remaining group, the corresponding allowances are 4.554 million VND/month and 3.542 million VND/month.
For 8 positions participating in activities in villages and residential groups, including Deputy Secretary of the Party Cell, the monthly support level is 759,000 VND for group 1 and 632,500 VND for group 2.
The Resolution also stipulates that people holding concurrent positions are entitled to 100% of the allowance or support level of that concurrent position; in case of concurrently holding many positions, they are only entitled to one allowance or the highest concurrent support level.
