Ministry of Home Affairs informs on completing salary and allowance policies

The Ministry of Home Affairs is coordinating with ministries and relevant agencies to study and propose to improve salary and allowance policies for cadres and civil servants.

The Ministry of Home Affairs received recommendations from voters in Ca Mau province transferred by the National Assembly's Committee for Petitions and Supervision after the first session of the 16th National Assembly.

Accordingly, voters proposed that the current allowance level for cadres, civil servants and employees receiving salaries from the state budget between organizations, Party agencies, mass organizations and State agencies is different.

Cadres, civil servants and employees of Party and mass organization agencies at the provincial level are entitled to an allowance of 30% of their current salary (in addition to the 25% civil service allowance). Cadres, civil servants and employees of state administrative agencies do not have this regime.

Voters proposed that the Ministry of Home Affairs clarify the legal basis, the difference in the 30% allowance regime of the current salary mentioned above and request specific information when implementing salary reform, whether the regime and policies between organizations, Party agencies, mass organizations and the State are guaranteed to be unified and fair.

Answering the content related to the Party work allowance regime, the Ministry of Home Affairs said that based on the conclusion in Notice No. 13-TB/TW of the Politburo on amending irrationalities in salaries and allowances for cadres, civil servants, and public employees of Party agencies, socio-political organizations, the Central Organization Committee has issued Guidance No. 05-HD/BTCTW on implementing a number of allowance regimes for cadres, civil servants, and public employees of Party agencies, socio-political organizations and salaries of the Vietnam Veterans Association according to Notice No. 13-TB/TW of the Politburo.

In which, point a, point b, clause 1, Section I has stipulated the scope and subjects of application and clause 2, Section I stipulates an allowance level equal to 30% of the current salary plus leadership position allowance and seniority allowance exceeding the frame if any.

Regarding public service allowances, the Government has issued Decree No. 34/2012/ND-CP on the regime of public service allowances, which stipulates the scope of adjustment, subjects of application, the level of public service allowance equal to 25% of the current salary plus leadership position allowance and seniority allowance exceeding the frame if any or military rank allowance.

Based on Conclusion No. 83-KL/TW of the Politburo; document No. 18589-CV/VPTW and document No. 3426-CV/VPTW of the Party Central Committee Office on notifying the opinions of the Politburo and the Secretariat on the preliminary review of the implementation of Resolution No. 28-NQ/TW on social insurance policy and Resolution No. 27-NQ/TW on salary policy, the Ministry of Home Affairs is coordinating with ministries and relevant agencies to study, propose, and improve salary policy in the spirit of the 14th Party Congress Resolution to report to competent authorities for consideration and decision in the coming time, including salaries and allowances for cadres and civil servants as voters' opinions stated.

Previously, according to Conclusion No. 76-KL/TW on continuing to improve and effectively operate the overall organizational model of the political system, the 2-level local government model, the Central Government requested to implement salary reform closely linked to the roadmap of streamlining the apparatus, streamlining staff and operating the overall organizational model of the political system, the 2-level local government model.

The Central Government orients the restructuring and improvement of the quality of the contingent of cadres, civil servants, and public employees according to job positions, functions, tasks, workloads and practical requirements.

Along with that is the innovation of staff management in the direction of data governance, work quantification, and measurement of implementation efficiency; flexible staff allocation, not egalitarian, suitable to population size, area, level of development, locality nature and workload.
