An Da Temple of Literature Flower Garden is one of the parks and flower gardens implemented under the Program to build green parks and flower gardens for the period 2021-2025 of Hai Phong City.
Previously, in April 2022, the Hai Phong City People's Council issued a Resolution approving the Program to build parks, flower gardens, and trees in the districts for the period 2021-2025. Accordingly, the city will build 62 parks in 7 inner-city districts including: Hong Bang, Le Chan, Ngo Quyen, Hai An, Kien An, Do Son and Duong Kinh (old) with a total area of about 70 hectares, with a total investment of VND 2,631 billion, of which 80% is the city budget, 20% is the district budget. The implementation period is from 2021 to 2025.
The goal of the program is to renovate and upgrade the central urban area, create landscapes and social welfare public works with high cultural value; improve the quality of spiritual life of people in the inner city area and build, develop and modernize Hai Phong urban area to meet the criteria of a type 1 urban area...
After implementing the construction of 8 parks in the period of 2021 - 2022, including parks in Quan Toan, Lach Tray, Trai Cau, Dang Hai, Hung Dao, Hai Thanh, Dong Hoa and Hai Son with a total investment of 192 billion VND, the program encountered many difficulties.
The report of the Hai Phong City Department of Construction, due to problems in the implementation process due to unsynchronized infrastructure connection, leading to difficulties in accessing and using, when completed, it has not really brought efficiency and value to the people. Localities face many difficulties in site clearance and land acquisition; Lack of resettlement land fund; Large land acquisition and resettlement support costs cause the total investment of projects to exceed the prescribed ceiling...
Therefore, the People's Committees of the districts proposed to stop 29 projects and propose to adjust the scale of 2 projects.
On July 19, 2024, the People's Council of Hai Phong City issued a resolution on adjusting the investment policy of the Program for the construction of parks and flower gardens in districts in the period of 2021 - 2025, in which it decided to invest in 33 parks and flower gardens in 7 districts ( stopping 29 parks) on an area of 44.84 hectares, with a total capital of 1,060 billion VND.
Thus, according to the above Resolution, in addition to the 8 parks that have been implemented in the 2021-2022 period, there are 25 park projects that must be implemented in 2024-2025.
Speaking with Lao Dong reporter, a representative of the Economic Department, Construction Investment Management, Hai Phong City Department of Construction said: Up to now, after more than 1 year of implementation, 8 parks and flower gardens have been completed in Ha Ly, Dang Giang, Dong Hai 2, Trang Cat, Nam Hai, Da Phuc, Anh Dung wards.
8 parks and flower gardens are under construction, expected to be completed in 2025. "There are still 9 park and flower garden projects (including the Thuong Ly Bridge and 47 Le Lai Bridge flower garden project, Niem Bridge ring road, Thanh To, Hoa Nghia, Ngoc Son, Ngoc Xuyen, Hai Son) that have not been implemented due to problems related to appraisal, adjustment of 1/2000 planning, site clearance, environmental impact assessment..." - said a representative of Hai Phong Department of Construction.
According to the representative of the Department of Construction, the department is preparing a report and advising the Hai Phong City People's Committee on the fact that parks have not yet been implemented in the Program in the direction of postponing the time to 2026 so that localities have enough time to implement construction.

Parks and flower gardens have not been effectively exploited
Of the 16 parks and flower gardens that have been completed in the city, many parks are managed and exploited quite effectively, creating beautiful landscapes and being entertainment areas for people around.
However, according to Lao Dong reporters, many parks have not been managed and exploited effectively, causing waste of investment resources.
As mentioned above, the An Da Temple Flower Garden will be put into use during the Lunar New Year 2025 with a total investment of more than 32 billion VND. The flower garden is in a "golden" location, but after being put into use, recently, the flower garden has not been given attention and regularly renovated, causing people to repeatedly make recommendations and reflect on the situation of littering. Public trash bins spill out. On flower gardens, grass carpets, nylon bags, and bottles are scattered. The green trees adjacent to Le Quang Dao Street are overgrown with meters of grass.
At Nam Cau Binh Intersection Park (Hong Bang Ward), after more than 5 months since the signboard was installed, the city's residents have repeatedly reported on social media about the shabby park, showing signs of deterioration. The entire system of trees and flowers was flooded with wild grass, with grass reaching as high as the bridge, and grass overflowed the entire path. Garbage, bottles, and nylon bags are also thrown everywhere in the trees. The system of trees and shade trees has been invested in synchronously, but many trees have now withered, been uprooted, and broken but have not been treated. Some areas with peeling brick floors... create a shabby scene.
Ms. Le Thi Anh - a resident of Tien Duc Street - near the park said that people are looking forward to many days when the project will be put into use, a beautiful, spacious park in the heart of the city. But up to now, people are heartbroken because the project has not been given attention and renovated, leading to ineffective operations.
According to the Hai Phong Department of Construction, the whole city currently has 70 parks and flower gardens with a total area of over 571,000m2 and over 1.1 million square meters of public green space, along with over 104,000 shade trees. Many small flower gardens are managed by residential groups and self-managed residential areas. The implementation of the program to build parks and flower gardens is expected to expand green space, create more playgrounds, improve the landscape and living environment for people.
