On the evening of September 29, heavy rains caused by the heavy rainfall of storm No. 10 caused many mountainous communes of Lao Cai to be submerged in red warnings of landslides and flash floods.



In Phuc Khanh commune (old Bao Yen district), heavy rain lasted from afternoon to night. The stream water rose, the slope shook.
Local authorities urgently reviewed and identified 50 landslide-prone locations, and at the same time developed an emergency evacuation plan for 196 households.
During the night, groups of people left the village. The person carrying the belongings and children was carried on his back.
"We had to run immediately, just afraid that rocks and soil would suddenly collapse. The house is left everything, as long as everyone is safe, said Ms. Ly Thi Hoa, Phuc Khanh commune, who choked up as she walked.



Also on the night of September 29, Chau Que commune (old Van Yen district) completed the relocation of 185 households from the danger zone. Of which, 117 households are in areas at risk of landslides, 68 households are in low-lying areas prone to flooding.
The trucks carrying goods and livestock journeyed to the commune center, where a temporary hut was built for the people to rest.
While the highlands are fleeing floods, the downstream areas are struggling with the risk of flooding when hydropower plants simultaneously announce increased discharge.
From Bac Ha, Bao Nhai, Nam Luc to Vinh Ha, Phuc Long, Thac Ba..., the figures on m3 of water discharged downstream have been continuously updated, in some places up to thousands of m3/s.




At around 3am on September 30, many main roads in Yen Bai ward such as Nguyen Thai Hoc, Thanh Nien, Yet Kieu... were submerged in water. Some sections were flooded more than 1 meter deep, causing complete traffic paralysis, many households had to move their belongings and urgently evacuate at night.
Mr. Nguyen Thanh Mien, a resident of Thanh Nien Street, Yen Bai Ward, expressed his concern: "I have never seen the Red River rise as quickly as tonight, in just a few hours the water surface was flooded.
This scene reminds me of the flood after Typhoon Yagi in 2024 when water poured down loudly, sweeping away many crops and property of the people.
That same night, police forces, militia and Yen Bai ward officers were present at deeply flooded areas, organized checkpoints, and instructed people to move safely.





Mr. Pham Tien Dung, Chairman of Au Lau Ward People's Committee, said: "We have mobilized more than 100 households in low-lying areas to urgently move people and property to safety. The common spirit is not to leave any people behind".

Consecutive storms No. 8, 9, 10 and floods caused by the storm have killed 19 people and many people are missing. Many houses and production and business establishments had their roofs blown off and suffered heavy damage. People across the northern and central mountainous provinces are struggling to cope with floods and heavy losses in human lives and property due to floods and thunderstorms.
