According to a report from the Department of Agriculture and Environment of Lao Cai province, by 9:00 p.m. on the evening of September 29, the water level of the Red River (section passing through the area) reached 32.04m, exceeding alert level by 0.04m, causing widespread flooding in many localities.
Due to the influence of the circulation of storm No. 10, continuous heavy rain in the province from the night of September 28 to the evening of September 29, with common rainfall of 70-150mm, locally very heavy rain over 250mm causing flash floods and landslides in some areas in the province.



In particular, some communes such as Tan Hop, Hanh Phuc, Mau A, Mo Vang, Hung Khanh, Yen Bai ward, Nghia Lo ward, Ngoi Thia... have urgently directed the relocation, warning households living near areas at risk of flash floods and landslides to safe places.
According to the reporter's records, there is still continuing to be heavy rain in the area, some localities are affected by flash floods, landslides, and flooding, and many households are still trapped in the flood.
Informing reporters, Ms. Hoang Thi Hanh (60 years old, residing in Viet Hong commune) said that at around 5:00 p.m. the same day, floodwaters poured into Khe Gao stream, causing her family and about 10 other households in Ben and Van villages in Viet Hong commune to be heavily flooded, the water rose to the 2nd floor of the family's house, and the family had to go online to pray for help.

"At first, I thought the floodwaters were small. But then at around 5:30 p.m., the floodwaters rose very quickly and at around 6 p.m., the water reached the family's second floor. My family has 8 people and about 12 other people who have to climb onto the roof to take shelter," said Ms. Hanh.
Mr. Nguyen Tien Chien - Chairman of the People's Committee of Viet Hong commune - said that at around 6:30 p.m., the authorities approached and brought all households to safety. By 8:30 p.m., the flood had receded but mud had flooded into the house.
In Cau Thia ward, the incident of water overflowing the embankment also caused some households to call for help because the water was deep and unable to move. Meanwhile, in Au Lau ward, due to its location along the Red River and many streams and ditches, many locations are deeply flooded and isolated.


Mr. Nguyen Luan (in Thanh Giang village, Au Lau ward) said that the area is experiencing heavy rain and the water level of Lau stream is rising, many households in the village are isolated, and they hope to have rescue boats to support.
In Yen Bai ward, according to the reporter's records, many streets are currently deeply submerged in water. On Thanh Nien Street (adjacent to the Red River embankment), water has overflowed the road. In the area of Hong Thai Primary School and Nguyen Thai Hoc Primary School, water was above the knees and overflowed into the classroom.



In the administrative center of Lao Cai province, some streets such as Quang Trung, Le Van Tam, Dien Bien, Nguyen Thai Hoc, Kim Dong, Hoang Van Thu... are also flooded from 0.5-0.8m deep.
Faced with the above complicated situation, many schools in Lao Cai province have proactively let students stay home to ensure safety.
