On May 27, related to the labor accident that killed 3 people at a stone mine in Cam Tu commune, the police agency has initiated a criminal case, prosecuted the accused, and temporarily detained Mr. Luu Van Hai - Director of Anh Tuan Co., Ltd., who is also the legal representative of the company - to clarify violations in the stone mine exploitation process.

Previously, after the accident occurred, functional agencies of Thanh Hoa province conducted inspections of compliance with regulations at this stone mine.
On May 25, the Thanh Hoa Department of Agriculture and Environment presided over and coordinated with relevant departments, branches and local authorities to conduct actual inspections at the stone mine. Through inspection, it was initially recorded that Anh Tuan Co., Ltd. had many violations in the implementation of the stone mining process.
Accordingly, Anh Tuan Co., Ltd. was approved to exploit stone according to a layer-by-layer process, from top to bottom; dismantling stone by drilling and blasting combined with cleavers and wire cutters to exploit block stone.
However, this company did not follow the approved process and design but organized stone mining from the bottom up, without cutting the mining layer, mining in the style of cutting the foot of the mountain, creating a frog's mouth in the foot of the mountain area. This is recorded by functional agencies as one of the unsafe factors, related to the accident that killed 3 workers.
Regarding the issue related to occupational safety and health, because the investigating agency is seizing documents, there is no basis to determine whether the unit complies with the provisions of law on occupational safety and health at the mine or not.
Up to now, at the mining site, there is still a situation of scattered rocks, suspended rocks, posing a risk of landslides, causing unsafety in the mine area.
The inspection process also discovered that the enterprise did not build a trench for workers to climb up the mountain, the section from elevation +80 to elevation +160.
Previously, as Lao Dong Newspaper reported, at about 5 pm on May 20, in the foothill area of the stone mine of Anh Tuan Co., Ltd., Cam Tu commune, Thanh Hoa province, a serious landslide occurred.
At the time of the incident, Mr. Lo Van T (born in 1986), Lo Van Q (born in 1989) and Nguyen Van N (born in 1988, all residing in Lao Cai province) were working at the foot of the rocky mountain when suddenly a large volume of soil and rocks slid down from above.
The incident caused Mr. Lo Van T to die on the way to the hospital; the remaining 2 victims are missing. By the morning of May 21, the bodies of 2 victims, Mr. Lo Van Q and Mr. Nguyen Van N, were found by functional forces.
After the incident occurred, the Chairman of Thanh Hoa Provincial People's Committee issued a document requesting the temporary suspension of mineral exploitation activities at the stone mine in Cam Tu commune of Anh Tuan Co., Ltd.
Along with that, the Chairman of the Provincial People's Committee directed a comprehensive inspection of the compliance with legal regulations on mineral exploitation activities, labor safety, and environmental protection in the mine area of this unit.
