Hai Phong City Chairman directs to solve the labor shortage problem in industrial parks

Hai Phong - On May 20, the Chairman of the City People's Committee worked with the Hai Phong Economic Zone Management Board on the situation of socio-economic task implementation.

At the working session, Chairman of the City People's Committee Do Thanh Trung assessed that in the past time, the Hai Phong Economic Zone Management Board has promptly concretized and implemented strictly the Resolution of the 14th Party Congress, the Resolution of the City Party Congress for the term 2025 - 2030, programs, plans, and directing documents of the City Party Committee and City People's Committee and has achieved some positive results, contributing to the socio-economic development of the city.

Regarding tasks in the coming time, the Chairman of the City People's Committee requested the Hai Phong Economic Zone Management Board to focus on effectively implementing the special preferential mechanism according to Resolution No. 226/2025/QH15 of the National Assembly; proactively coordinate closely with departments, branches, and localities to focus on removing difficulties and obstacles in site clearance for industrial parks and economic zones, ensuring clean site handover on schedule as committed to investors. Along with that, promote investment promotion, improve the quality of FDI attraction; strengthen investment supervision.

Units focus on solving the labor shortage problem and developing worker housing. In addition, continue to promote the role of a bridge between businesses and training institutions; regularly survey and update labor needs; proactively coordinate to organize recruitment and training connection activities according to business orders.

The Management Board strengthens support and accompanies businesses; regularly maintains business dialogue conferences; promptly grasps and removes difficulties and obstacles arising in investment and production and business activities; promotes administrative reform, digital transformation, and improves the quality of service to investors. At the same time, continue to review and reduce the time to resolve administrative procedures...

According to a report by the Hai Phong Economic Zone Management Board, in 2025, foreign direct investment (FDI) attraction in industrial parks and economic zones (IPs, EZs) reached more than 2.5 billion USD, accounting for 87.8% of the city's total FDI attraction; total number of FDI projects reached 1,034 projects and total accumulated FDI capital reached more than 43.1 billion USD. Domestic investment (DDI) at IPs and EZs reached more than 364,433 billion VND (accounting for about 86% of the city's total DDI attraction). Budget contribution reached 20,453 billion VND...

In the first 4 months of 2026 (all IPs, EZs), total FDI reached 1,248.74 million USD, equal to 34.69% of the plan according to the growth scenario (3,600 million USD); accumulated to April 2026, attracting 1,047 projects with total foreign direct investment capital estimated at over 44.3 billion USD. Budget contributions of enterprises in IPs, EZs are estimated at 6,818 billion VND.

The total number of workers in industrial parks and economic zones is 371.418 people, of which Vietnamese workers are 361.498 workers, foreign workers are 9,920 people. The average income of workers is about 12 million VND/person/month, the rate of training in industrial parks and economic zones reaches over 90%...

At the working session, the Hai Phong Economic Zone Management Board proposed to the City People's Committee to have mechanisms and policies to buy or encourage and support businesses to buy social housing for workers and laborers to rent; direct localities to accelerate site clearance in some industrial parks. In parallel with that, have mechanisms and policies to support start-up businesses, innovative businesses, and supporting businesses; study the establishment of a centralized management and operation organization of the Free Trade Zone (resolving procedures according to the "one-stop shop" direction on the spot)...
