At 2am, in the pouring rain in Hanoi, Mr. Hoang Van Chien and 10 other members of the group hurriedly loaded hundreds of life jackets and boxes of instant noodles onto the car to leave on time to provide relief to the people of Yen Bai.
"When I heard that Yen Bai city was facing difficulties and isolation due to floods, I both donated money and called on friends to support. In a short time, I collected 500 life jackets, 8 rowboats, 50 barrels of water, 50 barrels of dry food and 300 boiled eggs for relief," said Mr. Chien.
Mr. Chien shared that although he is not rich and his business is normal, it comes from the heart and he helps out because he sees how hard it is for people in flooded areas.
"I was afraid that people would have nothing to eat and go hungry, so I had to drive through the night, in the rain and wind, to make it on time. When I got there, I saw many relief groups. At that time, the human affection was so warm," said Mr. Chien.
Mr. Nguyen Dinh Dung (44 years old) said that as soon as he heard that Yen Bai City was flooded, he and two friends moved from Yen Binh Town to help people in the flooded area.
"On the morning of September 9, social media was flooded with news of people calling for help. I was very sad. At first, I planned to bring life jackets to help, but now they are in short supply, so I decided to go down and help," Dung shared.
At the relief distribution point in Dong Tam ward, Ms. Nguyen Thi Trang (38 years old, Yen Bai city) said that currently, because many areas are isolated, people cannot go out to get supplies.
"We receive relief supplies from donors and then divide them into different locations to quickly distribute to people currently in flooded areas," Trang shared.
According to Lao Dong's records on September 10, on many roads and neighborhoods of Yen Bai City, hundreds of soldiers, benefactors and many rescue vehicles are working hard every hour and every minute to bring people in isolated areas to safety.
According to the Yen Bai Province Hydrometeorological Station, the flood on the Thao River in Yen Bai is continuing to rise, the water level at 8:00 a.m. on September 10 was 35.40m (3.40m above alert level 3).
It is forecasted that in the next 6 - 12 hours, the flood on Thao River will continue to rise and remain above historical flood levels, the water level on Ngoi Thia River will fluctuate at a high level (depending on the flood discharge regulation of upstream hydropower plants).
In the next 12 - 24 hours, flood on Thao River will remain above historical flood level; water level on Ngoi Thia River will fluctuate at a high level (depending on flood discharge regulation of upstream hydropower plants).

According to a quick report from Yen Bai province, the past 2 days have greatly affected all activities of districts, towns and cities.
As of the morning of September 10, 13,558 houses were damaged, of which 40 houses collapsed completely; 16 houses were severely damaged; 469 houses were damaged by landslides, slopes were affected, 2,337 houses had to evacuate people and property, especially heavy rains caused 10,399 houses to be flooded; 28 people died and went missing, of which 22 died due to landslides. Currently, 6 people are still missing.
