Compassionate homes in the highlands of Bat Xat

Lao Cai - In highland villages and hamlets, officers and soldiers of Bat Xat Commune Police not only ensure security and order but also find ways to share and support people in difficult circumstances.

From a dilapidated house to a new home

Ban Nang village is located at the foot of Nhac Son mountain range, where the stream of the same name passes through the village where the Giay people have lived for generations.

Previously, it was not difficult to see degraded wooden houses and bamboo and rattan wall houses. Now, the appearance of the village is changing with solid houses springing up.

In a spacious level 4 house, Mr. Pon Van Soang is still moved when talking about the journey of his family to have a home that he used to think was too far away.

In 2020, Mr. and Mrs. Soang moved out to live separately. The family is classified as a poor household, the main source of income depends on fields and terraced fields. Each year, the whole family only earns about 13 sacks of rice.

Three people, including a young child, have to live in a cramped wooden house, with earthen floors and damaged roofs. Every time it rains heavily, water floods into the house, clothes and blankets are wet.

The turning point came in 2025, when Bat Xat Commune Police connected his family with philanthropists, supporting 80 million VND. Along with money from relatives' help and loans from the Vietnam Bank for Social Policies, Mr. Soang decided to build a house.

The commune police also mobilized forces to help build the house, so after only about 3 months, the solid house was completed" - Mr. Soang shared.

According to Lieutenant Colonel Tran Van Dat - Deputy Head of Bat Xat Commune Police, the area has many highland villages and hamlets, the lives of a part of the population, especially ethnic minorities, are still difficult. Some households still have to live in temporary houses and degraded houses.

From that reality, the commune police have proactively connected organizations, individuals, and philanthropists to join hands to support particularly difficult families to have conditions to build new houses.

In 2025 alone, the unit mobilized socialized resources to build houses for two poor households, the family of Mr. Pon Van Soang in Ban Nang village and Mr. Ly Lao San in Lao Vang village, with a total budget of 160 million VND.

Recently, Bat Xat Commune Police continued to mobilize resources to support 80 million VND for Mr. Dao Ngoc Cuong's family, a poor household, to build a new house.

Giving "anchor" for the poor to rise up on their own

Not stopping at supporting urgent needs, Bat Xat Commune Police determined that helping the poor must aim for long-term livelihoods.

The model "Commune police join hands to help poor households" has been implemented since 2023, when Quang Kim Commune Police - now belonging to Bat Xat Commune Police - chose Lang Pan village to implement.

Through mobilizing and connecting organizations and individuals inside and outside the area, the Commune Police mobilized more than 60 million VND in cash, materials and breeds to support poor households.

To date, 5 poor households supported in Lang Pan village, including the families of Mr. Bui A Sat, Phan Van Duan, Ms. Hoang Thi Lieng, Vang Thi Ngoan and Hoang Thi Hoa, have escaped poverty.

In 2026, Bat Xat Commune Police will continue to preside over and coordinate to award 300 breeding chickens to 5 poor households, with a total value of 10 million VND.

After giving breeds, officers and soldiers also accompany and guide people to care for and develop livestock herds. The goal is not only to provide support once but also to create additional income so that households can proactively rise up.

In particular, every time a natural disaster occurs, commune police officers and soldiers are present in villages and hamlets to support people to overcome the consequences.

In recent years of rain and floods, hundreds of turns of officers and soldiers have gone to the grassroots level to help people clean up their houses and soon stabilize their lives.
