For villages and residential groups in mountainous areas, communes in ethnic minority areas, particularly difficult villages, villages in areas with complex divided terrain, difficult traffic, and scattered residents. Villages and residential groups in border areas or in areas planned for land clearance, migration, and resettlement; villages and residential groups located isolated on rivers, the scale of households may be lower than the above standards.
Villages and residential groups in Ninh Binh province must have essential socio-economic infrastructure, suitable to the actual conditions of the locality to serve community activities and ensure the stable life of people.
After arrangement, Ninh Binh province will have 1,753 villages and residential groups (including 1,249 villages and 504 residential groups) belonging to 128 communes and wards (Ly Nhan commune does not implement arrangement because currently the villages are all meeting standards according to regulations).
After arrangement, 1,731/1,753 villages and residential groups met the prescribed standards, accounting for 98.75%, and 22 villages and residential groups did not meet the prescribed standards, accounting for 1.25%.
Ninh Binh province has 8 villages and residential groups (7 villages and 1 residential group) that have not met the standards but requested not to rearrange due to differences in geographical location, fragmented terrain, scattered population, and difficult traffic. In addition, some localities due to specific factors in customs, habits, ethnicity, religion... the locality requested not to rearrange or reorganize.
In addition, there are 14 new villages and residential groups formed after arrangement but not ensuring standards. However, they will not continue to be arranged and reorganized to ensure standards according to regulations because these villages and residential groups were established on the basis of original arrangement from at least 2 old villages and residential groups, mostly 7 villages belonging to areas divided, with specific elements of religion and culture.... If arrangement is implemented to ensure standards for the number of households, the area is too large, making it difficult for management or affecting the unique identity of residential communities.
