2 degraded buildings "waiting to collapse
Ninh Binh Provincial People's Committee has just issued a decision approving the relocation plan and support for households living at houses No. 181 and 207 Hoang Van Thu street, Nam Dinh ward.
According to the decision, the two houses above are public housing, built in the 1940s and 1954s, located on a land area of about 1,120m2, interspersed in a densely populated residential area, with narrow common walkways.
The survey results inspected the current status of the project, assessed the level of danger at level D, not ensuring load-bearing capacity and normal use conditions, and a general dangerous situation appeared. The current status of both projects is seriously degraded such as peeling ceilings and walls, leaks; rusty steel structures; unsafe electrical systems; flammable materials; posing a high risk of collapse, fire and explosion, especially in rainy and storm conditions.


Regarding houses number 181 and 207 Hoang Van Thu street, previously, Lao Dong Newspaper reflected on the serious degradation of these 2 houses, the current state of cracked walls, peeling ceilings, posing a potential risk of unsafety. Many households have to live in anxiety for many years, especially every time there are storms.
Living in the apartment on the 2nd floor outside the 207 Hoang Van Thu residential area, Ms. Pham Thi Dung (69 years old) and her sister are anxiously waiting for the day to settle down. Ms. Dung shared: "Because the roof on top has collapsed, every time it rains, my sister and I's rooms leak from all sides, we have to stretch temporary tarpaulins to cover it. For many years, every time a storm comes, we rush to evacuate because we are worried that the house will collapse. Living in damp conditions for a long time has greatly reduced my health. Now I just hope to have a small, solid house to live in peace, no longer afraid every time it rains and storms.
More than 2 billion VND to support relocated households
Faced with the above situation, Ninh Binh province determined that the relocation of households living here is urgent and needs to be implemented immediately to ensure the safety of lives and property for people before the 2026 rainy and storm season.
According to statistics, house number 181 currently has 26 households, house number 207 has 24 households. The majority of households in the two houses do not have real-owner house rental contracts, only have handwritten purchase and sale documents and transfer contracts.
The province's point of view is to relocate 100% of households living in the above two buildings and only support the relocation of households actually living here, according to survey and management data of Nam Dinh Ward People's Committee.


Because most of the households living in the two housing areas are in difficult economic circumstances, no other place to live; at the same time, in Nam Dinh ward, the housing fund belonging to public assets is no longer there; there is no social housing for low-income people to rent, rent-purchase, or buy, so households in need will be arranged temporary accommodation in the Nam Dinh ward concentrated student housing area.
The expected support period is 36 months or until the project to renovate and rebuild apartment buildings in Nam Dinh ward is completed and put into use.
During the temporary residence period, people do not have to pay rent but pay for service costs such as electricity, water, parking...
Ninh Binh province is expected to spend more than 2 billion VND to support the above households to relocate, including support for relocation costs (3 million VND/household), and support for rent for 36 months.
In the long term, after the project to build and renovate old apartment buildings in Nam Dinh ward is completed, households will be prioritized to rent houses in the new project. Households with monthly income will be supported with 50% of the rent; households without income, living on monthly allowances, will be supported with 100% of the rent.
Ninh Binh Provincial People's Committee assigned Nam Dinh Ward People's Committee to preside over and coordinate with the Department of Construction to contact and propagate the relocation plan; mobilize people to relocate themselves. The relocation time is expected to be in May and June 2026, in order to ensure safety before the rainy and storm season.
