On May 9, information from the Nghe An Department of Education and Training (GDĐT) said that the unit has just issued an official dispatch requesting the People's Committees of communes, wards and primary and secondary schools to strictly implement regulations on checking and evaluating the learning results of students at the end of the 2025-2026 school year.
According to the official dispatch, the commune-level People's Committee is only responsible for directing and coordinating with schools to implement inspections and assessments to ensure seriousness, objectivity, fairness, and not create pressure for students. The inspection must be organized at the school or school point where students are studying.

Notably, the document of the Nghe An Department of Education and Training affirms that the commune-level People's Committee does not have the authority to directly organize inspections, assessments or surveys of student quality.
The Department also requires units not to collect money from students and parents to serve the inspection and evaluation of learning results.
Previously, as Lao Dong Newspaper reflected, in some localities in Nghe An, there was a situation where commune-level People's Committees organized focused surveys for primary and secondary school students.
In a commune of Tuong Duong district (old), the survey plan for 3 subjects Math, Vietnamese and English is expected to be held on May 15, causing many parents to worry because students at remote school sites have to travel far to the main school site in difficult travel conditions.
In addition, some communes in Dien Chau district (old) and Quynh Phu commune also implemented focused surveys for 5th and 9th grade students.
According to the provisions of Circular 22/2021/TT-BGDĐT and Circular 27/2020/TT-BGDĐT of the Ministry of Education and Training, periodic assessment is carried out by subject teachers under the management of the school principal, not chaired by the commune-level People's Committee.
