Ninh Binh - Many old apartment buildings are seriously degraded, posing a risk of collapse at any time, causing people to live in daily anxiety.
In Nam Dinh ward, there are currently 29 old apartment buildings owned by the state. The most worrying thing is that houses at 181 and 207 Hoang Van Thu street have deteriorated to dangerous level D, subject to urgent demolition and relocation. The remaining old apartment buildings are also at dangerous level C.2 old houses at No. 181 and 207 Hoang Van Thu street were built in the 1940s.The path leading to house number 207 Hoang Van Thu is dark and narrow.The roof must be "with crutches".Living in the apartment on the 2nd floor outside the 207 Hoang Van Thu residential area, Ms. Pham Thi Dung (69 years old) and her sister are anxiously waiting for the day to settle down. Ms. Dung shared: "Because the roof on top has collapsed, every time it rains, my sister and I's rooms leak from all sides, we have to stretch temporary tarpaulins to cover it. For many years, every time a storm comes, we rush to evacuate because we are worried that the house will collapse. Living in damp conditions for a long time has caused my health to decline a lot. Now I just hope to have a small, solid house to live in peace, no longer afraid every time it rains and storms.The roof is patched and shielded by people to prevent leaks.And at house number 181 Hoang Van Thu in the outer 2 rows of guard houses, separated by temporary pressed bamboo sheets, each household lives in a space of about more than 10m2. People living here said that for many years, local authorities have continuously announced resettlement and arranged safer accommodation for households, but so far no implementation has been seen.
Previously, the old Nam Dinh Provincial People's Committee issued many documents on renovating old apartment buildings in the area, apartment buildings No. 181 Hoang Van Thu and 207 Hoang Van Thu are on the list of apartment buildings to be demolished due to dangerous level D houses. The 5-story apartment building on Tran Dang Ninh street (including 5-story apartment buildings No. 2 and No. 4) is on the list of apartment buildings that need to be demolished for reconstruction.
According to the decision adjusting the Ninh Binh Provincial Housing Development Program for the period 2021 - 2030, on March 28, 2026, the province set a goal to strive in the period 2026 - 2030 to complete the project to renovate and rebuild the 5-story apartment building on Tran Dang Ninh street (Nam Dinh ward) and complete the arrangement of rental housing for households in 2 old apartment buildings No. 181 and 207, Hoang Van Thu street.
