Accordingly, at the meeting of General Secretary To Lam with the Standing Committees of Nam Dinh, Ha Nam, and Ninh Binh Provincial Party Committees on June 23, the Standing Committees of the above provinces (now Ninh Binh province) made a number of specific recommendations to develop the province's socio-economy after the merger of the three provinces.
Regarding some recommendations and proposals of the three provinces of Nam Dinh, Ha Nam, Ninh Binh in Notice No. 240-TB/VPTW dated June 28, 2025 of the Central Party Office on the conclusion of General Secretary To Lam at the meeting with the Standing Committees of the Provincial Party Committees of Nam Dinh, Ha Nam, Ninh Binh, Deputy Prime Minister Le Thanh Long had specific opinions on each issue.
Regarding the proposal to adjust the 1/2000 zoning plan and land use planning to quickly implement projects, then update them into the provincial planning, the Deputy Prime Minister assigned the Ministry of Construction and the Ministry of Agriculture and Environment to study the province's recommendations in the process of amending and supplementing relevant legal provisions, ensuring the implementation of decentralization and delegation of authority to localities in accordance with the direction of the Government and the Prime Minister; at the same time, there must be a document guiding and responding to localities before July 30, 2025.
Ninh Binh proposes to apply a special mechanism for granting mineral exploitation licenses for common construction materials without auctioning to investors to implement key projects that create a breakthrough in local socio-economic development.
On this issue, the Ministry of Agriculture and Environment is assigned to study and synthesize the province's recommendations during the process of studying and amending the Law on Geology and Minerals, and report to the Government to submit to the National Assembly at the 10th Session of the 15th National Assembly.
Regarding the proposal to allow the province to plan and attract investment in the construction of a number of tourism projects and golf courses in low-lying areas (one-crop rice fields), ineffective production: Assign the People's Committee of Ninh Binh province to review and adjust the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050, to submit to the provisions of the Planning Law to have a basis for implementing investment projects.
Regarding the proposal to allow Ninh Binh province to plan and attract investment in the construction of liquefied gas plants, wind power plants, international airports, specialized deep-water seaports, seaports for tourism, 9 bridges across the Day River and Hoang Long River, the Ministry of Industry and Trade is assigned to preside over the proposal to plan and attract investment in the construction of liquefied gas and wind power plants; the Ministry of Construction is responsible for the proposal to plan and attract investment in the construction of specialized deep-water seaports and seaports for tourism; at the same time, coordinate with relevant agencies to study, handle and have a written response to the locality before July 30, 2025.
Regarding the planning of international airports and 9 bridges across the Day River and Hoang Long River: The Ministry of Construction has issued Document No. 6227/BXD-KHTC dated July 3, 2025 to the Government leaders. Request the People's Committee of Ninh Binh province and relevant ministries and agencies to urgently implement after receiving instructions from the Government leaders on this content.
Regarding the support of the central budget for the province of about 30 billion VND (about 10%), the Ministry of Finance is assigned to consider and propose to competent authorities in the process of implementing the public investment plan, ensuring compliance with the state budget balance capacity and in accordance with the provisions of the law on public investment.
Regarding the proposal to authorize the People's Committee of Ninh Binh province to approve the policy of adjusting investment projects, deciding on investment policies for projects located in the protection zone II of special national relics and buffer zone of world heritage recognized by UNESCO, the Deputy Prime Minister has the opinion to assign the Ministry of Culture, Sports and Tourism to study, handle and have a written response to the locality before July 30, 2025.
