On July 14, Mr. Nguyen Van Huy - Director of Nha Trang - Cam Lam Expressway Investment Company Limited (under Son Hai Group) - confirmed that the unit had sent a report to the Ministry of Construction on compensation and support for households affected by earthquakes during the construction of the expressway.
According to Mr. Huy, the Nha Trang - Cam Lam expressway project started construction in September 2021 and was officially completed and put into operation from May 19, 2023.
During the construction process, the unit affirmed that there was no cracking in the house and did not receive any feedback from the people at that time.
However, on August 24, 2023 - more than 3 months after the project was completed and put into operation, the People's Committee of Suoi Cat commune (now the People's Committee of Suoi Dau commune) issued an inspection report, statistics of 15 households reporting the situation of cracked houses, suspected to be affected by highway construction.
Son Hai Group believes that the fact that people have submitted a number of recommendations after a long time of use of the project is an unusual sign, not in accordance with reality.
If they were really affected by the construction process, people would have complained right at the construction stage, not after more than 3 months.
According to Son Hai Group, the number of households reporting is increasing, from the initial 15 households to the current 60 households. Among them, there are households located 2km from the construction road that have also proposed cracked houses.
Faced with the above reality, Son Hai Group affirmed that it is coordinating with authorities to verify the cause. At the same time, the unit also reported to specialized agencies and the Central Government to assess objectively, avoiding the situation of taking advantage of compensation policies for the wrong subjects.
Before there were opinions denying the Son Hai Group's construction causing cracks in people's houses, the Ministry of Construction had proposed that the Khanh Hoa Provincial People's Committee direct local authorities to coordinate in the appraisal process to determine the cost of compensation and support for households affected by earthquakes during the construction process.
This must ensure the right subjects, meet the legitimate requirements of the people, avoid long-term complaints and lawsuits, causing public outrage.
The Ministry of Construction also said that it will continue to direct the Ho Chi Minh Road Project Management Board and the investor to urgently organize a review of the actual situation according to the local proposal.
In particular, strictly implement the work of appraisal, payment, and final compensation for affected households according to proper authority.
