On June 8, the Ninh Binh Provincial Party Committee announced that Mr. Doan Minh Huan - Member of the Party Central Committee, Secretary of the Ninh Binh Provincial Party Committee - signed and issued Decision No. 1723-QD/TU on the establishment of the Steering Committee for site clearance for the North-South high-speed railway project through the province.
The Steering Committee consists of 21 members. The Head of the Committee is Mr. Doan Minh Huan - Member of the Party Central Committee, Secretary of the Provincial Party Committee. The Deputy Heads of the Committee include: Mr. Pham Quang Ngoc - Chairman of the Provincial People's Committee (Vice Chairman of the Standing Committee), Mr. Tran Song Tung - Permanent Vice Chairman of the Provincial People's Committee and Mr. Nguyen Cao Son - Vice Chairman of the Provincial People's Committee.
The remaining members are leaders of relevant departments and branches, leaders of districts and cities where the route passes through and Mr. Chu Van Tuan - Deputy Director of the Railway Project Management Board (Ministry of Construction).
The Steering Committee is responsible for organizing the implementation of compensation, support and resettlement for the High-Speed Railway Project, ensuring progress on schedule according to the requirements of the Government and the Prime Minister.
The Steering Committee works on a part-time basis and self-dissolves itself after completing its tasks. The operating budget is guaranteed by the state budget. The members are responsible according to the industry, field, and area assigned to them.
The Department of Construction is the standing agency of the Steering Committee, playing the role of a unit to monitor, urge, advise, direct, synthesize and handle issues arising during the implementation process.
