Expected to have 2 stations, a great advantage for the province
The Government issued Resolution No. 106/NQ-CP dated April 23, 2025 on the plan to implement Resolution No. 172/2024/QH15 of the National Assembly on the investment policy for the North-South High-Speed Railway project.
According to the investment policy, the project has a total route length of about 1,541km; starting point at Ngoc Hoi station (Hanoi), ending point at Thu Thiem station (Ho Chi Minh City), passing through 20 provinces and cities.
Design speed 350km/h, load capacity 22.5 tons/axle; 23 passenger stations, 5 cargo stations; investment in vehicles and equipment to transport passengers, meeting dual-use requirements for national defense and security, and being able to transport goods when necessary.
The total preliminary land use demand of the project is about 10,827 hectares; the number of resettled people is about 120,836 people; the total investment capital is 1,713,548 billion VND.
In particular, Binh Dinh province is expected to be arranged with 2 stations: Bong Son and Dieu Tri. However, through research, the province found overlaps between the location of Dieu Tri station of the High-speed Railway project and the existing North-South Expressway through Phuoc An commune (Tuy Phuoc district).
In this regard, Binh Dinh province has asked the Railway PMU to review and resolve the proposals of the province, especially the contents related to the scope of overlapping in the area of Dieu Tri station; Update the relevant local plannings and the current direction of the North -South Expressway Project, to determine the scope of overlapping, thereby adjusting the direction of the high -speed railway accordingly.
Regarding the project, at the meeting between the National Assembly Delegation of Binh Dinh province and the Front and member organizations before the 8th session of the 15th National Assembly (September 30, 2024), Deputy Prime Minister Ho Duc Phoc commented that Binh Dinh being planned to have 2 high-speed railway stations is a huge advantage, because not many localities have this condition.
According to the Deputy Prime Minister, this will open up strong development opportunities for Binh Dinh. He also said that the Government is making efforts to renovate the existing railway line to serve conventional freight transport, while the high-speed railway line will focus on transporting passengers and special goods.
Proposal to remove obstacles for the project
To speed up the implementation of the project through the area, on May 27, the People's Committee of Binh Dinh province sent a document to the Ministry of Construction and the Railway Project Management Board, recommending many related contents to remove obstacles in the implementation process.
Accordingly, Binh Dinh province proposed the Ministry of Construction to direct the railway PMU to coordinate closely with localities in the province with railway through the process of studying the detailed design plan. This is to minimize the overlapping situation, affecting urban plannings, residential areas, and resettlement areas that have been invested and built to serve the site clearance (GPMB) of the North - South Expressway Project, as well as other key projects of the province.
It is recommended to conduct a survey and specifically assess the impact of the project on national historical relics (Thanh Cha Relic, An Nhon Town) and provincial historical relics (Ba Dinh Gate Relic; Relic of the Arrest of the Embezzlement Headquarters in 1961, Hoai Nhon Town), to facilitate the opening of the project.
In particular, the section from Km886+000 (Hoai Son commune) to Km903+500 (Hoai Hao ward) is identified as having a major impact on the current residential area, resettlement areas serving the North-South Expressway project (recently completed and has been arranged for people to live), along with the Ba Dinh Intersection relic and the Republic of Vietnam Government Headquarterstersters Assault battle relic in 28.
Request the Railway Project Management Board to direct the consulting unit to clearly identify the scope of overlap. On that basis, adjust the direction of the North-South High-Speed Railway line accordingly, especially in the section from Km953+500 to Km962+000 and the area where Dieu Tri station is located.
The People's Committee of Binh Dinh Province asked the Ministry of Construction to pay attention and report to the Prime Minister for consideration to allow the application of specific mechanisms and policies for the project, similar to the policies that have been applied to the North -South Expressway Project in the East.
Because according to Resolution No. 172/2024/QH15 dated November 30, 2024 of the National Assembly on the investment policy for the high-speed railway project on the North-South axis, specific mechanisms and policies are only applied to the main route of the project.
However, to facilitate compensation, support and resettlement, and meet project progress requirements, Binh Dinh province proposed expanding the scope of application, allowing localities to apply mechanisms and policies similar to the main route for all contents related to compensation, support for site clearance and resettlement, including material mines, construction of resettlement areas, burials, etc.
