At the 27th Session of the People's Council of Ninh Thuan province, term XI, 2021 - 2026, the Provincial People's Council passed a Resolution to adjust the Ninh Thuan Provincial Planning for the period 2021 - 2030, with a vision to 2050. This adjustment focuses on 11 major contents, including 8 contents directly and indirectly related to the Ninh Thuan Nuclear Power Plant Project.
The adjustment aims to update the development orientation of relevant sectors and fields, while creating a legal corridor to serve the implementation of one of the national key energy infrastructure projects.
The adjusted and supplemented contents include: development directions for the energy and renewable energy sectors; labor, employment, social security; science - technology; transport network development plan, power supply; list of priority investment projects...
Notably, the content of the adjustment of the development plan for the nuclear power plant construction planning area and component projects is stated very specifically.
Accordingly:
Ninh Thuan 1 nuclear power plant has a total planned area of about 883.68 hectares, of which 443.11 hectares are on land and 440.57 hectares are at sea.
Ninh Thuan 2 nuclear power plant has a total planned area of about 758.54 hectares (including 380.91 hectares on land and 377.63 hectares at sea).
The migration and resettlement project is also clearly defined: Ninh Thuan 1 project has a resettlement site with an area of about 64.85 hectares.
The Ninh Thuan 2 project has two locations, including a resettlement location of about 54.39 hectares and a site for improving the existing residential area of about 13.4 hectares.
The Department of Finance of Ninh Thuan province assessed that the adjustment of the planning is a mandatory requirement to ensure synchronization in policies, planning for land use, technical infrastructure - society, serving the Nuclear Power Project that was approved by the 15th National Assembly, 8th session in Resolution No. 174/2024/QH13, dated November 30, 2024.
The provincial planning was initially approved by the Prime Minister in Decision No. 1319/QD-TTg, dated November 10, 2023.
However, with the policy of continuing to implement the Nuclear Power Project, many contents need to be updated to comply with new requirements, especially regarding site clearance, resettlement arrangements and clearly defining functional areas serving factory operations.
The adjustment is also in accordance with Directive No. 01/CT-TTg, dated January 3, 2025 of the Prime Minister, requiring localities to hand over clean land to investors in 2025.
The adjustment dossier has been submitted by the Provincial People's Committee to the Provincial Party Committee Standing Committee for comments twice, and at the same time, consulted with 13 central ministries, branches and People's Committees of neighboring provinces such as Lam Dong, Binh Thuan, Khanh Hoa.
The adjusted planning also integrates a list of large-scale energy projects according to Decision No. 768/QD-TTg (issued on April 15, 2025) on adjusting the VIII Power Plan, including:
Nuclear power (4,000 - 6,400 MW)
Ca Na LNG (1,500 MW)
Potential hydropower plant (Uncle Ai and Phuoc Hoa: 2,400 MW)
Solar power (5,976.5 MW, 60 projects)
Onshore wind power (1,592 MW), offshore wind power 4,300 MW)
Garbage electricity, small hydropower plants, rooftop solar power...
