On April 14, Phu Tho Provincial People's Committee issued Plan No. 123/KH-UBND on organizing the emulation movement "Accelerating site clearance progress to serve the implementation of key projects" for the period 2026-2030.
The plan sets out the subjects, criteria for emulation and forms of commendation:
For collectives, including departments, agencies, branches; the Provincial Vietnam Fatherland Front Committee (VFF), socio-political organizations and affiliated units; commune-level People's Committees and related departments and agencies; villages, hamlets, and residential groups directly participating in site clearance work.
The emulation criteria are to have typical and outstanding achievements in directing, propagating and organizing implementation; exceeding targets and progress of key projects; ensuring political security and social order and safety.
For individuals, who are cadres, civil servants, public employees, armed forces, workers and people directly advising or participating in site clearance work.
The criteria are to excellently complete tasks; have effective initiatives and solutions; actively propagate and mobilize people to comply with the Party's guidelines, policies, laws of the State and local regulations.
For land users who are organizations, households, and individuals using land and assets attached to land legally, within the area subject to site clearance.
The emulation criterion is to donate land, contribute land use rights and assets on land to localities and society with a value of 120 million VND or more. For particularly difficult areas, the value is from 70 million VND or more or exemplary families take the lead in handing over land ahead of schedule.
Regarding the form of commendation, it includes: Certificate of Merit from the Prime Minister; Certificate of Merit from the Chairman of the Provincial People's Committee; Certificate of Merit from the Heads of agencies and units stipulating the subjects, standards and implementing commendation according to their authority.
The plan aims to create a vibrant emulation atmosphere, mobilize the strength of the entire political system and people from all walks of life; promptly remove difficulties and obstacles in site clearance, contributing to accelerating the progress of key projects and promoting socio-economic development.
Through this, promptly commend and reward typical collectives and individuals who have made many contributions to site clearance to serve investment projects in the province, especially key investment projects.
