People receive red books after only 24 days
"Holding 7 red books in your hand and not believing it was done so quickly!" - that was the emotional sharing of Mr. Tran Van Lien (66 years old, residing in Huong Tra Tay block, Da Nang city) on the morning of July 24, when he arrived at the Huong Tra Ward Public Administration Service Center.
Mr. Lien was one of the first people to receive a land use right certificate - also known as the "red book" of rice-growing land after the two-level local government model was implemented.

Unable to hide his joy, Mr. Lien said: "I have been applying for a certificate for 4 years but have not finished it, before I had to go up and down many times, all kinds of certificates and photos cost me several hundred thousand dong, not to mention time and effort. Now the procedures are simple, the staff guides enthusiastically, and in less than 1 month, the results have been available".
With the same joy, Ms. Nguyen Thi Gai (60 years old, Huong Tra Tay block) received two certificates of urban land and land specializing in rice cultivation. She was moved: Before, to make a book, you had to go through the ward, then go to the city, it took a lot of time, sometimes even a whole year. Now, in the two-level government, cadres work actively and friendlively. People are excited and believe in the policies of the Party and State".

After 24 days of operating the two-level government model, Huong Tra ward has become one of the first localities in Da Nang to complete the issuance of red books to people.
24 land use right certificates were handed over to households on the morning of July 24, although not many, they are of great significance in the process of reforming administrative procedures.
Cutting off the intermediary stage, not leaving documents in backlog
Mr. Pham The Man, Vice Chairman of Huong Tra Ward People's Committee, said: "We clearly identify that people are the center of all activities. All documents will be resolved on time, there is no reason to be "soaked" as before. Whether we can do it or not is answered transparently.
In reality, although the initial implementation of the model encountered many difficulties in terms of data and equipment, the ward has proactively advanced funding to purchase equipment for printing red books, ensuring timely service to the people.
The ward staff prepared facilities, data, and techniques for 10-15 days to achieve this result. After the first handover, in the coming days, the ward will continue to hand over red books to households that have completed submitting land documents from July 1, 2025.

Mr. Tran Trung Hau - Chairman of the Ward People's Committee affirmed: "The new model has cut off many intermediaries, reducing the shortage of documents in processing. Ward officials proactively edited, verified and corrected errors in the records for the people. Thanks to that, the procedures are faster, no documents are left unfinished, people no longer have to travel many times".
The issuance of red books quickly, transparently and effectively not only brings satisfaction to people but also contributes to strengthening trust in the grassroots government system. In the radiant smile of Mr. Lien, Mrs. Gai or Mr. Dinh - those who have waited for many years - the strengthening of their faith in reform, in cadres close to the people, for the people - Mr. Hau acknowledged.
According to Mr. Pham Hoang Duc - Secretary of the Party Committee of Huong Tra Ward, Da Nang City: "The issuance of red books is just one of more than 1,000 tasks that Huong Tra Ward is taking on in the new government model.
At the beginning of the merger, it was very stressful, there were many jobs and conditions, but the collective of cadres and civil servants had devoted all their efforts. Together we promised the people that we would do it for the best - today is the first result".
