In order to supplement personnel in charge of digital transformation and IT application, Chairman of the City People's Committee Luong Nguyen Minh Triet signed Official Letter No. 457/UBND-SNV, assigning the Department of Science and Technology to proactively contact and work with FPT University and Vietnam - Korea University of Information and Communications Technology to discuss contents related to sending IT students for support in communes and wards.
Preside over the development of criteria and standards for labor contracts or service contracts in communes and wards; participate in the process of contract recruitment and initial training and fostering in these cases to ensure the ability to immediately perform tasks in communes and wards.
Consider research that may not require employees to have a university degree in IT but should be prioritized to meet practical work requirements in the locality. In case of not recruiting or not having labor contracts for personnel in charge of information technology, the Department will proactively work with VNPT Da Nang or Viettel Da Nang to sign a service contract to send people to work regularly in communes and wards to support the conversion and operation of e-government and related systems.
The Department of Home Affairs regularly reviews the current situation and needs for arranging personnel in charge of information technology in communes and wards. Monitor and guide the implementation of labor contracts and regimes and policies for labor contracts according to regulations.
The Chairman of the People's Committee of the commune and ward shall sign labor contracts with personnel to arrange specialized responsibilities for digital transformation, application of information technology according to regulations; organize monitoring and evaluation of work quality. The policy regime for personnel performing labor contracts is similar to that of civil servants and is entitled to support for those working full-time on digital transformation, network information security, network security (5 million VND/month).
