Confused in the mechanism of autonomy
In early 2024, Quang Binh province will implement a project to reorganize and consolidate public service units in the area for the period 2024 - 2025. The project aims to reduce the number of focal points, promote financial autonomy for public service units and socialize the provision of public service activities.
Delegate Tran Son Tung, Deputy Head of the Culture - Social Committee of the People's Council of Quang Binh province, proposed that it is necessary to review and re-evaluate the performance of public service units after the reorganization and the lives of civil servants.
Delegate Tran Son Tung said that, in addition to the achieved results, the implementation of the project in some public service units encountered many difficulties and challenges, such as confusion in operating under the autonomous mechanism, lack of financial resources, limited leadership and management capacity in some units, and the lives of civil servants and workers were affected. A month before the meeting, the delegate also received a petition from an official reflecting that he had not received his salary for 4 months.
Guaranteed income
Mr. Tran The Vuong - Director of the Department of Home Affairs of Quang Binh province said that according to the project to arrange and consolidate public service units in Quang Binh province, after the arrangement and consolidation from 2021 to 2025, 66 units will be reduced.
To date, agencies, units, and localities have reduced 38 units, and must reduce 27 units in 2025. Public service units belonging to provincial and district agencies and units are small in scale, have limited resources, and some units operate in areas with difficult socio-economic conditions and difficult transportation.
Therefore, the implementation of arrangement, equitization, socialization, and switching to an autonomous mechanism to streamline the apparatus and staff is still difficult.
Currently, public service units whose regular expenditures are guaranteed by the state budget in the province account for over 80%, mainly in the fields of education, preventive medicine, and social security.
Revenues of public service units are still low and unstable, especially in the education sector; other public service sectors such as culture, agriculture, etc. have a large number of public service units but the implementation of autonomy is still low, many units have almost no revenue, and the state budget must ensure all funding.
Faced with this situation, Quang Binh province has proposed that the Government soon issue a decree amending and supplementing a number of articles of Decree No. 60 to facilitate the implementation of the financial autonomy mechanism; perfecting the regime, policies, standards, and spending norms to ensure suitability with local realities.
Regarding the insufficient revenue to pay salaries to units and some units being late in paying salaries, the Director of the Department of Home Affairs of Quang Binh province said that he will review the units.
In the coming time, the Department of Home Affairs will coordinate with departments and branches to review the number of people working at public service units to streamline according to regulations, ensuring the revenue of the service units to pay salaries to civil servants.
