Application of digital technology in forest protection
On January 13, informing Lao Dong Newspaper, Head of Quang Binh Provincial Forest Protection Department Nguyen Van Long said that he will strictly handle forest violations in the coming time.
Mr. Nguyen Van Long informed that in 2024, the Forestry force and functional agencies recorded and handled 131 administrative violations.
Of which, there were 4 violations of general state regulations on forest protection; 2 violations of regulations on records and procedures for exploiting forest products of legal origin; 2 violations of regulations on forest product record management; 1 violation of regulations on wildlife protection; 45 cases of illegal deforestation...
Detected and received 5 cases with signs of crime. Of which, 1 criminal case was prosecuted; 2 cases were transferred to competent authorities for settlement; 2 cases were not prosecuted.
In recent times, the Forest Protection Department has proactively implemented synchronous solutions, gradually digitizing forest monitoring, management and protection activities. The application of digital technology has been helping the Forest Protection force detect changes in forests and forestry land, especially deforestation and forest fires with high accuracy to improve the effectiveness of management, protection and sustainable forest development.
Promote the application of information technology and the Internet in the management and operation of agencies; effectively apply software to manage incoming and outgoing documents at the Department and its affiliated units; apply software (MapInfor, QGIS, GPS, tablets), and apply remote sensing images in monitoring forest developments and forest resources. Put into use 4 camera systems to observe and detect forest fires early, improving the effectiveness of forest fire prevention and fighting (including 3 systems in Dong Hoi city and 1 system in Ngu Thuy commune, Le Thuy district).
Handling and improving the effectiveness of sustainable forest protection
In addition to the achievements, the Head of the Quang Binh Forest Protection Department also pointed out the existing problems and limitations, the situation of deforestation, exploitation, trading, and illegal transportation of forest products in some localities has not been effectively prevented; some cases have not been handled promptly, lacked determination, and some cases have been prolonged, so they lack deterrence and are not very effective. The work of reviewing, checking, and updating forest developments of group II forest owners is still slow, and the data on monitoring forest developments is still inconsistent with reality.
The development of sustainable forest management plans by forest owners as a basis for forest protection, development, and ecotourism business implementation is still slow.
Although the number of violations in the forestry sector has decreased significantly compared to the same period in 2023, they still occur in remote and mountainous areas, causing difficulties in investigating and verifying violators. The implementation and enforcement of decisions on administrative sanctions are still facing difficulties, and the amount of uncollected fines is still high (mainly from illegal deforestation cases).
To deal with the above issues, the Director of the Quang Binh Forest Protection Department said that in the coming time, the management and protection of wild animals will be strengthened; preventing and strictly handling acts of trapping, transporting, buying, selling and using wild animals illegally.
Strengthen inspection and supervision of law enforcement activities at units, forest owners and local authorities. Handle or advise competent authorities to strictly handle violations.
