Issue Resolution to support social housing projects
On December 6, at the closing session of the 28th meeting (held from December 4-6), the People's Council of Quang Nam province passed 24 resolutions on socio-economic issues. Notably, the Resolution regulating the support mechanism for the implementation of social housing investment projects in Quang Nam province until 2030 is noteworthy.
According to this Resolution, Quang Nam will spend about 416 billion VND to support 100% of the cost of compensation, support and resettlement according to the provisions of the land law; create clean land fund for investors to build social housing; support 50% of the cost of investment in building technical infrastructure systems within the project scope (except for technical infrastructure systems inside the building), but not exceeding 10 billion VND/project.
The province also waives fees for investment procedures such as appraisal fees for tasks, detailed construction planning projects; appraisal of feasibility study reports, fire prevention and fighting...
According to Mr. Le Van Dung - Chairman of Quang Nam Provincial People's Committee, social housing for civil servants, low-income workers and the poor is a major program that the province is interested in and directing. However, in the implementation process, there are still many difficulties, and the results achieved are not as expected.
There are many businesses that want to build social housing but are facing difficulties, with large investment costs but low profits.
According to the Housing Development Program of Quang Nam Province in the period of 2021 - 2030, the land fund for developing social housing and workers' housing is about 360 hectares. However, up to now, the province only has 1.3 hectares of housing area of Panko Tam Thang Company (Tam Ky) with 200 houses (phase 1) with people living in.
The progress of social housing projects in the province has been very slow, lasting for many years. This situation makes the housing needs of low-income people and workers increasingly urgent.
Hope to overcome difficulties
Quang Nam province currently has more than 140 thousand workers, civil servants and laborers with a huge demand for social housing.
“My company currently has about 2,300 employees, most of whom are renting houses or staying in accommodations around Tam Thang Industrial Park. Therefore, there is a need and desire to own a private house under the social housing program, to make life less difficult,” said Ms. Truong Thi Hoang Linh, Chairwoman of the Trade Union of Fashion Garments Company, Tam Thang Industrial Park, Tam Ky, Quang Nam.
Recently, the People's Committee of Quang Nam province issued a plan to implement the goal of building about 19,600 social housing units for industrial park workers in the province by 2030.
Quang Nam also implemented many solutions to ensure that social housing has selling and rental prices suitable to the affordability of low-income households in urban areas, poor households in rural areas, and workers and laborers.
Mr. Phan Xuan Quang - Chairman of the Quang Nam Provincial Federation of Labor - hopes that the Resolution regulating the support mechanism for implementing social housing investment projects will contribute to removing obstacles, motivating and encouraging businesses to invest in social housing construction, meeting the expectations of low-income workers and the poor with housing difficulties.
