Deputy Prime Minister Le Thanh Long was assigned to direct and ensure progress as required.
The State Bank of Vietnam urgently completes and submits to competent authorities the plan for compulsory transfer of the remaining banks under special control; completes the handling plan for Saigon Commercial Joint Stock Bank (SCB) in December 2024. Assigns Deputy Prime Minister Ho Duc Phoc to direct and ensure progress as required.
Ministries, ministerial-level agencies, and government agencies urgently summarize 7 years of implementing Resolution No. 18-NQ/TW and develop plans to rearrange and restructure the apparatus towards a multi-sectoral, multi-field ministry, reducing internal organization.
Ensure streamlining, efficiency, effectiveness, and efficiency in accordance with the direction of the Politburo, the Government, and the Prime Minister; to be completed by December 2024.

At the same time, the Ministry of Finance shall promptly summarize, evaluate and advise, propose to issue under its authority or submit to competent authorities to issue policies on exemption, reduction, and extension of taxes, fees, and land use fees in 2025 so that they can be implemented right from the beginning of the year, especially the continued extension of value-added tax reduction in the first 6 months of 2025 to report to the National Assembly at the 8th Session.
The Government assigned the State Bank of Vietnam to preside over and coordinate with agencies and localities to closely monitor the situation of financial, monetary and foreign exchange markets, flexibly and appropriately manage exchange rates in synchrony with monetary policy tools, and be ready to intervene in the market to stabilize the foreign exchange market.
Proactively manage credit growth in a timely and effective manner, promptly remove difficulties and obstacles to increase the economy's access to credit capital.
Comprehensive innovation and provision of high-level online public services, regardless of administrative boundaries, towards provision of comprehensive, personalized and data-based public services.
Transfer some tasks and public services that the state does not necessarily have to perform to businesses and social organizations.
The Government Inspectorate shall preside over and closely coordinate with agencies and localities to effectively carry out the work of receiving citizens, handling complaints and denunciations, and resolving complaints and denunciations, especially crowded, complicated, and prolonged cases, to prevent them from becoming "hot spots".
