Talking to a reporter from Lao Dong Newspaper, a resident who has lived in a commercial apartment building in Hiep Binh Chanh Ward (Thu Duc City, Ho Chi Minh City) since 2018 but has not yet received the pink book said that he has to endure all kinds of troubles. Every time he does procedures related to home ownership, the homeowner must ask for confirmation from the investor (confirming that he is the owner of the apartment and has not been granted the pink book).
People registering for permanent residence must bring a stack of documents (including drawings, sales contracts, confirmation from the investor, house handover minutes...) to prove legal residence. Parents who want to give away a house or make a will must ask the investor.
To sell the house, the old owner must be granted a certificate of ownership by the investor. After selling to the new owner, the investor will confirm the new owner. The apartment is worth several billion VND, but currently only one bank (affiliated with the investor) accepts to approve the mortgage loan application with a fairly high interest rate.
Many investors also spoke up, saying that the biggest problem leading to many apartments and housing projects not having pink books today is not only the fault of the investors. In fact, many projects with delayed pink books today are also partly the fault of the management agencies.
Land laws are issued and then adjusted, amended, or even abolished from the previous documents. Many documents are not issued in a timely manner. Enterprises are stuck if the project is prolonged, forced to choose the method of "running and queuing at the same time", until the stage of granting pink books to home buyers (the last stage) is stuck, prolonged...
“In addition to the obligation to comply with the law, after residents are granted the pink book, the investor receives the remaining 5% of the value. The investor always wants customers to receive the pink book soon. However, the process of applying for a pink book for home buyers is becoming more and more difficult and is often delayed for many reasons,” said the investor of a project.
Recently, as reported by Lao Dong Newspaper, the Ho Chi Minh City People's Committee has just planned to establish a working group to issue pink books to organizations and individuals in commercial housing development projects in the area. And what home buyers are quite interested in is that the most important time frame is the stage of implementing solutions to remove difficulties and obstacles and resolving the issuance of certificates to home buyers in commercial housing projects after grouping and classifying difficulties and obstacles and proposing appropriate solutions for each level of authority.
This phase will be implemented from November 2024 to December 31, 2024. At the end of this phase, a preliminary report will be made on the implementation of solutions to remove difficulties and obstacles and resolve the issuance of certificates in 2024 and the implementation plan in 2025.
The above plan is to implement the proposal of the Standing Committee of the Ho Chi Minh City People's Council on August 4, 2023, in order to promptly remove difficulties and obstacles, and speed up the process of granting certificates. What the public is most concerned about now is whether everything can be done on schedule or not? Because it took more than a year to set up a specialized team to resolve the issue. People's rights have been suspended for too long and people are really tired.
