This is the content approved by the Quang Ngai Provincial People's Council at the 3rd session held on the morning of May 30. According to the resolution, in urban areas, the fee for using roads and sidewalks to gather construction materials and collect waste to serve construction is 4,000 VND/m2/day. For parking activities, the fee is 2,000 VND/m2/day for usage time from 15 days or less and 30,000 VND/m2/month for cases of use over 15 days.
In rural areas, the collection fee for building materials and waste collection is 2,000 VND/m2/day. Vehicle parking fees are 1,000 VND/m2/day if used for no more than 15 days and 10,000 VND/m2/month if used for more than 15 days.
The resolution also stipulates that cases of non-continuous use during the day or only one session of use will be subject to a collection rate equal to 50% compared to regulations.
Some free subjects include poor households, elderly people, people with disabilities, people with meritorious services to the revolution, ethnic minorities living in particularly difficult areas. Parking points serving weddings, funerals and activities serving political, cultural, sports, disaster prevention, rescue, fire prevention and fighting, and disease prevention are also free.
According to regulations, the agency assigned to temporarily license the use of roads and sidewalks will directly organize toll collection. The entire amount collected must be 100% paid to the state budget.
Leaders of the People's Council of Quang Ngai province said that the resolution will initially only apply to two groups of activities including gathering construction materials, collecting waste and parking vehicles. In the process of implementation, the province will continue to study and evaluate to consider expanding the scope of application to some other activities, associated with licensing conditions, management and inspection to limit the situation of encroachment on roads and sidewalks, contributing to ensuring urban order and improving the efficiency of public infrastructure exploitation.
