Currently, the whole province has 1,710 villages and residential groups. Through reviewing and assessing the current situation of area, number of households, number of residents and administrative boundaries of all villages and residential groups in the area, the whole province has 700 villages and residential groups (accounting for 40.94%), which do not meet the standards for the scale of households according to new regulations.
On that basis, the Provincial People's Committee has directed localities to develop overall plans for arranging and reorganizing villages and residential groups in the area. According to the plan, localities are expected to arrange 1,095 villages and residential groups to form 549 new villages and residential groups. For the remaining 615 villages and residential groups, the province will maintain them because they have met the standards or have specific characteristics.

Thus, after completing the arrangement, the whole province will still have 1,164 villages and residential groups, a decrease of 31.93% compared to before. The rearrangement of villages and residential groups is an objective requirement to overcome the situation of uneven scale, not meeting current classification criteria. Therefore, Party committees, authorities, the Fatherland Front and mass organizations at all levels have promoted propaganda and mobilization to raise awareness of officials, party members and people.
According to Truong Quang Trong Ward People's Committee, the ward has 26 residential groups. Through review, some residential groups do not meet the standards for scale according to Decree No. 185/2026/ND-CP dated May 26, 2026 of the Government; scale is still small, scattered and does not meet management requirements in the new situation.
In addition, the territorial boundaries of some residential groups are still interspersed, overlapping, lacking spatial connection; the boundaries of some places are still temporary, lacking long-term stability, causing difficulties in administrative management, population management and ensuring security and order.
Through review, the ward identified 18 residential groups with scales below standard. From this situation, the ward has developed a plan to arrange 16 residential groups, reducing 10 residential groups, equivalent to 38.46%.
According to Ms. Nguyen Thi Ngoc Dung - Chairwoman of Truong Quang Trong Ward People's Committee, the locality is adjusting part of the boundaries between residential groups to ensure balance in population size, number of households and area. The ward is also proceeding to give a new name to be associated with the long-standing cultural tradition of historical landmarks of the locality.
The Provincial People's Committee requests localities to complete the construction and implementation of the arrangement plan before June 30, 2026. The arrangement must ensure objectivity, suitability to the reality of each locality, minimize impact on people's lives, and ensure the legitimate rights and interests of citizens.
