Ms. Bui Thi Minh Hoai, Member of the Politburo, Secretary of the Party Central Committee, Chairwoman of the Central Committee of the Vietnam Fatherland Front, has just signed and issued Conclusion No. 01/KL-MTTW-ĐCT on innovating the content and methods of operation of the Vietnam Fatherland Front, socio-political organizations in ethnic affairs in the new period.
The content of the Conclusion states:
At the 6th Conference of the Presidium of the Central Committee of the Vietnam Fatherland Front (VFF) of the X term, after listening to the Summary Report on 10 years of implementing Conclusion No. 01/KL-ĐCT dated August 20, 2015 of the Presidium of the VFF Central Committee of the VIII term on "Innovating the content and methods of operation of the Vietnam Fatherland Front in ethnic affairs" (hereinafter referred to as Conclusion No. 01) presented by the Standing Committee and the discussions and comments of delegates, the Presidium of the VFF Central Committee unanimously concluded:
1. In the past 10 years, under the close leadership and direction of Party committees and authorities at all levels; the regular coordination of functional agencies; the proactiveness of the Vietnam Fatherland Front Committees at all levels and the unified coordination of actions with socio-political organizations (SO) and member organizations, the ethnic affairs work of the Vietnam Fatherland Front has achieved many positive results, ensuring compliance with the Party's guidelines and the State's policies and laws. The propaganda and mobilization for the implementation of ethnic policies are carried out regularly; the building and promotion of the role of prestigious people in propaganda, mobilization, solidarity, preservation and promotion of the cultural identity of ethnic minorities are effectively implemented; the care and ensuring of social security for ethnic minorities (DTTS) is concerned. These results have contributed to raising awareness and responsibility of Party committees and authorities at all levels, cadres, party members and people towards ethnic affairs; improving the material and spiritual life of the people, especially ethnic minorities; creating social consensus, strengthening and promoting the strength of great national unity, maintaining political security, social order and safety and socio-economic development of each locality and country.
However, the ethnic affairs work of the Fatherland Front and socio-political organizations still has limitations. The work of grasping the ideological situation and life of ethnic minorities in some places is not proactive and timely. The implementation of emulation movements and campaigns; building and replicating models and typical examples in ethnic minority areas and the supervision of the implementation of ethnic policies in some localities are not effective. The contingent of cadres working in ethnic affairs of the Fatherland Front is still inadequate and unstable, and a part has not met the requirements. The content and methods of operation of the Fatherland Front and socio-political organizations in some localities have not really innovated and have not met the requirements of reality.
2. To improve the quality and efficiency, meeting the requirements of the work of gathering and uniting ethnic minorities and communities in our country in the great national unity bloc, building and developing a rich, prosperous, civilized, and happy country, the Presidium of the Central Committee of the Vietnam Fatherland Front unified the direction, tasks and solutions to innovate the content and methods of operation of the Fatherland Front and socio-economic organizations in ethnic affairs in the period from now to 2030, with a vision to 2045 as follows:
2. 1. Direction
(1) Deeply grasp the Party's viewpoint: Ensuring that ethnic groups are equal, united, and help each other develop; promoting the positivity, self-reliance, and self-strengthening spirit of ethnic minorities in socio-economic development, rising out of poverty and sustainable multidimensional poverty reduction. Ensuring the leadership of Party committees at all levels; regular coordination with State agencies; unified action coordination with member organizations and the proactiveness and creativity of the Fatherland Front Committees at all levels in presiding over and coordinating the implementation of ethnic affairs to consolidate and promote the strength of the great national unity in socio-economic development, construction and defense of the Fatherland.
(2) Unifying awareness: The issue of ethnicity and national unity is a fundamental and long-term strategic issue, and also an urgent issue of the Vietnamese revolution today. Doing well in ethnic affairs of the Fatherland Front and socio-political organizations is a requirement that is both urgent and strategic, contributing to promoting the internal strength of the great national unity bloc, serving the cause of building and protecting the Fatherland in the era of national rise.
Linking the ethnic affairs work of the Fatherland Front, socio-political organizations with the task of socio-economic development, sustainable multidimensional poverty reduction, building a strong grassroots political system, ensuring national defense and security, building borders of peace and friendship, protecting national sovereignty and territorial integrity.
(3) Innovate thinking and approaches in ethnic minority affairs, strongly shift from the thinking of "caring for and supporting" to accompanying, unleashing internal strength, and promoting the role of ethnic minorities as the subjects in socio-economic development. Identify ethnic minorities as both the objects of mobilization and the subjects participating in building and implementing policies.
(4) Innovate ethnic affairs work on the basis of clear people, clear tasks, clear responsibilities in assigning, coordinating and unifying actions, specifically: Clear about the role and responsibility of the Vietnam Fatherland Front Committees at all levels; the assignment and core role of socio-economic organizations and the proactive role of coordinating and unifying actions of member organizations at the same level in selecting content for propaganda, mobilization, and solidarity; exercising the right to mastery of ethnic minorities in economic and social fields, participating in building the Party and State, ensuring national defense, security and foreign affairs.
(5) Effectively perform the function of representing and protecting the legitimate and lawful rights and interests of ethnic minorities. Ensure the core political role of the Vietnam Fatherland Front, socio-economic organizations for ethnic minorities to exercise their right to mastery according to the Party's guidelines, policies and laws of the State.
2. 2. Tasks, solutions
(1) Comprehensively innovate the content and methods of propaganda and mobilization of people, gather union members and association members in ethnic minority areas to participate in building and perfecting guidelines and policies on ethnicity and ethnic affairs, contributing to building the great national unity bloc and sustainable development of ethnic minority and mountainous areas in the new situation.
- Proactively participate in researching and summarizing practice; promptly propose and recommend to the Party and State guidelines and policies on ethnicity and ethnic affairs, meeting the requirements of the new stage.
- Strongly innovate propaganda and mobilization methods in the direction of listening, dialogue, community consultation, strengthening direct contact with ethnic minorities at the grassroots level; ensure propaganda content suitable for each ethnic group and each locality.
- Promote the role of village elders, village heads, reputable people, typical cadres who are ethnic minorities in propaganda, mobilization, grasping ideology, public opinion and participating in solving problems arising at the grassroots level. Promote the application of digital transformation, building a digital database on ethnic affairs.
- Strengthen advising on organizing periodic contacts and dialogues between heads of Party committees, authorities, the Fatherland Front, and socio-economic organizations with ethnic minorities; innovate methods of grasping the people's situation and public opinion, promptly detect and handle issues arising related to ethnicity, religion, and security and order right from the grassroots level to advise on effective solutions, avoiding becoming "hot spots".
- Proactively coordinate the implementation of guidelines, policies, national target programs, and projects of the Party and State on ethnic affairs, focusing on: Directive of the Secretariat on strengthening mass mobilization work in ethnic minority areas; strengthening work in Mong ethnic minority areas; work for ethnic minorities Hoa, Khmer, Cham... in the new period; National target program on building new rural areas, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas in the 2026-2035 period...
(2) Improve the effectiveness of supervision, social criticism, supervision of the implementation of ethnic policies and public investment in ethnic minority areas; monitor and urge the settlement of recommendations after supervision.
- Innovate the work of supervision and social criticism in the field of ethnicity, ensuring substantive supervision, supervision to the end, especially for investment programs and projects in ethnic minority areas. Promote the supervisory role of the People, the People's Inspection Board, the Community Investment Supervision Board, implement focused and key supervision, avoid formalism; improve the quality of social criticism, especially the implementation of projects directly related to people's lives.
- Monitor, urge, and supervise the receipt and resolution of recommendations after supervision; promptly report and propose to competent authorities to handle issues that have not been thoroughly resolved related to ethnic policies and ethnic affairs work.
(3) Strengthen coordination with ministries, branches, and armed forces in ethnic affairs, ensuring security, order, and people-to-people diplomacy in border areas.
- Effectively implement programs and regulations on coordination between the Fatherland Front, socio-political organizations with ministries, branches, and armed forces in ethnic affairs, especially in border areas, key areas, and complex areas.
- Continue to closely coordinate with the Police force, Border Guard and related agencies to effectively implement Directive No. 06/2008/CT-TTg of the Prime Minister on promoting the role of reputable people among ethnic minorities, associated with the movement "All people participate in protecting national territorial sovereignty and border security in the new situation". Strengthen the work of fostering knowledge and skills, providing information to reputable people through training classes, visiting activities, and experience exchange; research and propose appropriate mechanisms and policies for reputable people, to truly promote the core role in propaganda, mobilization, and building the great national unity bloc at the grassroots level.
- Promote people-to-people diplomacy activities associated with ethnic affairs, contributing to building a border of peace, friendship, cooperation and development.
(4) Innovate the selection of operating content, methods of coordination and unified action in ethnic affairs in the direction of clearly assigning people, clearly doing things, clearly defining responsibilities, avoiding duplication of tasks; promote emulation movements and campaigns; build and replicate effective models suitable to ethnic and local characteristics.
- Promote the presiding role of the Vietnam Fatherland Front Committees at all levels, the core implementation role of socio-economic organizations and the responsibility for coordinating unified actions of member organizations in the process of implementing programs and action plans in the field of ethnic affairs.
- Link ethnic affairs work with the implementation of emulation movements, campaigns, and national target programs, ensuring practicality and effectiveness, avoiding spreading and formalism.
- Choosing to build model points by region, by ethnic group, focusing on sustainable livelihood development, preserving and promoting cultural identity, building a united and self-managed community.
- Regularly conduct preliminary and final reviews, promptly commend, reward and replicate models and advanced examples among ethnic minorities.
(5) Take care of organizational and personnel work, train ethnic minority cadres; research and propose mechanisms and policies to promote the role of reputable people among ethnic minorities.
- Pay attention to investing in building and consolidating the apparatus and contingent of cadres working in ethnic affairs of the Fatherland Front system and socio-political organizations at all levels in the direction of streamlining, specializing, having firm political bravery, understanding customs, habits, language, and life of ethnic minorities, having skills and methods of mass mobilization to meet requirements and tasks in the new situation.
- Proactively review and propose mechanisms and policies to improve the quality of activities and promote the role of members of the Vietnam Fatherland Front Committee, members of the executive committees of socio-economic organizations who are reputable and typical people in ethnic minorities.
3. Implementation organization
3. 1. At the Central level
- The Standing Committee of the Central Committee of the Vietnam Fatherland Front, Standing Committees of socio-political organizations develop guidelines/programs/action plans to thoroughly grasp and implement the Conclusion to the Vietnam Fatherland Front Committee, socio-political organizations at all levels; guide the mechanism for coordination and unified action between the Vietnam Fatherland Front Committee and socio-political organizations and other member organizations in ethnic affairs, especially the work of mobilizing and gathering to promote the role of village elders, village heads, prestigious people, and young intellectuals who are ethnic minorities in propaganda, mobilization and participation in patriotic emulation movements and campaigns launched by the Fatherland Front and socio-political organizations.
- Annually, the Standing Committee of the Central Committee of the Vietnam Fatherland Front, Standing Committees of socio-political organizations allocate adequate resources for ethnic affairs work; inspect and urge the implementation of Conclusions in localities; periodically conduct preliminary and summary reviews, assessments, lessons learned and commend and reward organizations and individuals with many achievements in implementing this Conclusion.
3. 2. Locally
- Organize the thorough grasp and serious implementation of the contents of the Conclusion; concretize the Conclusion into the program, work plan and regular tasks of the Vietnam Fatherland Front Committee and socio-economic organizations at all levels in localities, ensuring compliance with the practical conditions of each region, each ethnic minority area.
- Annually, the Standing Committee of the Vietnam Fatherland Front Committee, Standing Committees of socio-political organizations of provinces and cities allocate adequate resources for ethnic affairs work; provide professional guidance and inspect and urge the implementation of Conclusions and guidelines/programs/action plans in localities. Periodically conduct preliminary and summary reviews, evaluate, draw lessons learned and commend and reward organizations and individuals with many achievements in implementing this Conclusion.
The Presidium assigned the Standing Committee of the Central Committee of the Vietnam Fatherland Front to concretize the contents to implement this Conclusion, periodically assess the implementation results, and report to the Presidium and the Central Committee of the Vietnam Fatherland Front.
