As of the end of October 2025, the total amount of social insurance (BHXH), health insurance (BHYT) and unemployment insurance (BHTN) late payments of units and businesses throughout the province is more than 260 billion VND. Among these, many units have large debts and prolonged debts.
Licogi Quang Ngai Joint Stock Company is one of the enterprises with long-term debts, and is included in the special supervision list. The total amount this enterprise owes to employees' social insurance is more than 7.9 billion VND, with a debt period of 79 months.

In October 2020, the company unilaterally terminated the contract, causing me not only to be unemployed but also to be owed salaries. Besides me, there are more than 40 workers who are owed salaries, owed social insurance, and owed social allowances.
In Quang Ngai, there are still many units with large debts, prolonged debts, directly affecting the rights of workers such as: Lilama 45.3 Joint Stock Company owing nearly 8.6 billion VND (56 months); Hung Viet Real Estate Trading Co., Ltd. - Quang Ngai Branch owing 2.6 billion VND (49 months)...
Mr. Do Vu Minh Tuan, Deputy Head of the Collection Management and Development Department of Provincial Social Insurance Participants, said that many businesses are facing difficulties due to sluggish production and business, natural disasters, and epidemics, leading to inability to pay social insurance and health insurance debts, affecting the rights of employees. However, there are still many units deliberately delaying and evading social insurance contributions.
From November 30, 2025, many important changes in handling acts of late payment and evasion of social insurance and unemployment insurance will be applied according to Decree 274/2025, detailing a number of articles of the Law on Social Insurance on late payment and evasion; complaints and denunciations about social insurance.
Accordingly, the social insurance agency is responsible for urging and recovering the amount of late payment and evasion; at the same time, businesses must pay a fine of 0.03%/day, calculated on the amount of late payment and evasion. In case of repeated violations, prolonged or administrative penalties have been imposed but continued to re-offend, the file will be transferred to the investigating agency for consideration and criminal prosecution.
For violating individuals, the fine is from 50 million to 200 million VND or imprisonment up to 1 year. In case of evading payment from 300 million VND or more or for 50 or more employees, imprisonment can be imposed from 6 months to 3 years. This is considered a strong sanction, sufficient basis to handle the act of evading social insurance, health insurance and unemployment insurance of enterprises.
Mr. Do Vu Minh Tuan said that in order for Decree 274/2025 of the Government to become practical and promote effectiveness, the Provincial Social Insurance system is synchronously implementing groups of solutions such as: establishing a system to monitor and update the situation of monthly late payment and evasion of social insurance; classifying the situation of late payment and evasion by group (under 1 month; 1 - 3 months; 3 - 6 months; 6 - 11 months and over 12 months).
Every month, the Provincial Social Insurance issued warning notices on the situation of late payment to labor-using units; sent documents urging in the first 10 days of the month; regularly reported on the situation of late payment and evasion of payment in the area to relevant departments, branches and People's Committees at all levels for handling directions.
