From the evening of September 29, small floods have occurred on the Tien Yen River, the water level tends to increase rapidly. According to the forecast of the Quang Ninh Hydrometeorological Station, the flood on the Tien Yen River has a flood amplitude of 1.5m to 2.5m.
In the face of the above situation, the People's Committee of Tien Yen commune has urgently implemented the motto "3 before - 4 on-site"; closely monitored the development of floods, arranged 24/7 security forces at deeply flooded areas and spillways; installed barriers prohibiting people and vehicles from passing.
Local authorities have issued propaganda bulletins, advising people not to go to rivers and streams to fish, collect firewood, swim; proactively take precautions against strong winds, heavy rain, flooding and landslides.

Review vulnerable areas, prepare evacuation plans; Commune Military Commands and Commune Police prepare rescue forces and means, ensuring support for localities and units when required.
Mr. Nguyen Cao Khai - Chairman of Tien Yen Commune People's Committee - said: The Commune Steering Committee for Disaster Prevention and Control has assigned members to proactively go to the area to be in charge of directing prevention, control and response work with the motto early and remotely; Report difficulties and problems to the Commune Steering Committee for timely consideration and resolution; Request heads of departments, units, schools, enterprises and heads of villages and neighborhoods to seriously deploy, carry out tasks and ensure compliance with the issued Plan for Natural Disaster Prevention and Search and Rescue.
The whole province of Quang Ninh currently has 176 reservoirs, of which 51 are large and only account for 95% of the total capacity. Due to the consecutive impact of storms No. 9 and No. 10, many lakes are full, reaching an average of 89% of the designed capacity.
In particular, Yen Lap Lake - the project with the largest designed capacity in the province with 127.5 million m3 - currently has a capacity of 96%. The management and operation unit, Yen Lap Irrigation Company Limited, is on duty with 100% of its personnel, regulating the discharge of water through 3 wings and monitoring the flood flow to the lake to proactively discharge floodwater appropriately, ensuring the safety of the project and downstream.
Many other large lakes have also crossed the overflow threshold. On September 26, at the meeting to deploy response to storm No. 10, the Provincial People's Committee requested reservoir management units to review, organize watch easements and regulate to ensure safety before, during and after the storm.
With proactive synchronous deployment from the on-duty force to technical solutions, Quang Ninh is controlling the situation well, ensuring safety for dams as well as people's lives and property in the context of the circulation of storm No. 10 causing heavy rain, the risk of flash floods and widespread flooding.
