The total amount for these 6 projects is VND 2,196 billion, allocated from increased land use fees in 2025.
Of this, 2,000 billion VND is allocated to the Project on compensation, support and resettlement for site clearance (GPMB) to implement the Hanoi - Quang Ninh high-speed railway line project (section in Quang Ninh province).
To clear the site for the above key project, Quang Ninh province plans to allocate 2,760 billion VND, implemented from 2026 to 2028.
The Hanoi - Quang Ninh high-speed railway project is about 120 km long, passing through Hanoi, Bac Ninh, Hai Phong and Quang Ninh, invested by VinSpeed High-Speed Railway Investment and Development Joint Stock Company (under Vingroup Group), with a total investment of more than 147,000 billion VND (excluding site clearance).
In particular, the section passing through Quang Ninh area is nearly 40 km long, passing through 7 wards: Mao Khe, Hoang Que, Yen Tu, Uong Bi, Dong Mai, Ha An and Tuan Chau.
The total area to be recovered in Quang Ninh is about 273.13 ha (out of a total of about 278 ha of the entire project in the province), of which agricultural land accounts for more than 134 ha, residential land more than 8 ha, and the rest is land managed by the State and other types of land.
The project directly affects 1,825 households, individuals and 16 organizations.
Immediately after the groundbreaking ceremony (April 12), Quang Ninh Provincial People's Committee established a Working Group to deploy site clearance led by the Chairman of the Provincial People's Committee, with the participation of leaders of departments and branches.
Quang Ninh province sets a target to complete site clearance work before September 30, 2026 so that the project can be implemented smoothly and quickly.
The Hanoi - Quang Ninh high-speed railway line is designed with double tracks, 1,435 mm gauge, electrified, maximum speed of 350 km/h (the section passing through Hanoi is 120 km/h). The technology, signal, and equipment system is expected to be provided by Siemens Mobility (Germany), with a technology transfer roadmap.
The entire route has more than 3,400 bridge piers, of which the section passing through Quang Ninh is about 1,108 piers. Notably, most of the route is elevated (about 116 km), only about 4 km is on the ground.
The route starts at Co Loa station (Hanoi), ends at Ha Long station; passes through Gia Binh, Ninh Xa and Yen Tu transit stations, along with a depot located in Ha Long.
After completion (expected in 2028), the travel time from Hanoi to Ha Long on this railway line will be only about 30 minutes; frequency 30 minutes/trip. Expected output is more than 2 million passengers/year by 2028 and over 15 million passengers by 2050.
