According to the Memorandum of Understanding (MOU), Quang Ninh province and the Northeast Maritime Institute (NMI) coordinate to implement many cooperation contents.
In which, regarding research and investment in maritime infrastructure and seaports, focusing on Con Ong - Hon Net Port includes: Developing deep-water port ideas; Port and logistics ecosystem planning; Integrating transshipment and barge transportation; Building offshore support facilities ideas; Bonded warehouse and logistics systems; Maritime and industrial service areas.
Maritime digital transformation research includes: Smart port architecture; Maritime "digital twin" models; Optimizing ship traffic coordination; Port community system; Facilitating trade and customs data; ESG and emission monitoring systems.
The parties also cooperated in researching and implementing solutions to protect the environment and develop a sustainable marine economy, including: Measures to protect Ha Long Bay; Plans for reusing sediment and sea encroachment; Biodiversity and ecosystem conservation; Green port system; Low-emission logistics roadmap and onshore power supply.
Along with that, the researching parties coordinate to promote international investment.
According to the Memorandum of Understanding, the Northeast Maritime Institute is responsible for researching, self-funding and taking risks to implement the above-mentioned cooperation contents.
This memorandum of understanding is valid for a period of 3 years and may be extended according to the written agreement of the parties.
Speaking at the signing ceremony, Mr. Bui Van Khang - Chairman of Quang Ninh Provincial People's Committee - said that Quang Ninh identifies the marine economy as one of the important driving forces to promote sustainable growth and improve the competitiveness of the economy. In which, Con Ong - Hon Net port is a driving force, prioritizing investment and implementation according to the PPP cooperation model to gradually build a multi-sector marine economic ecosystem towards green, modern and sustainable growth.
Located in the South of Bai Tu Long Bay, this area is surrounded by islands, creating a natural deep water area, windproof and well-covered, very ideal for forming a deep-water port system capable of receiving container ships up to 100,000 tons and bulk cargo ships up to 200,000 tons. The location has the ability to connect multimodal routes through National Highway 18, Hanoi - Hai Phong - Ha Long - Van Don - Mong Cai expressway, Van Don international airport, Gia Binh airport (Bac Ninh); planning the Hai Phong - Ha Long - Mong Cai railway line directly connecting to the port through Cam Pha 2 station, immediately accessing the public maritime channel to conveniently connect to the sea...
Mr. Eric R. Dawicki - Chairman of the Northeast Maritime Institute - said that the Con Ong - Hon Net port area has enough factors to become a modern deep-water port complex, capable of serving international sea transport routes in the North and in the long term can become an important maritime center, contributing to strengthening connectivity between Vietnam and global trade routes.
