One of the important tasks in the second quarter of 2026, the Ministry of Home Affairs will continue to advise on streamlining public non-business units.

On April 29, according to information from the Ministry of Home Affairs, one of the important tasks that the Ministry of Home Affairs will implement in the second quarter of 2026 is to continue advising on streamlining the internal organizations of ministries, central agencies and departments and branches in localities.

Notably, the Ministry of Home Affairs also advised on streamlining public non-business units (DVSNCL), state-owned enterprises under leadership and management.

The Ministry focuses resources and promotes the removal of arising obstacles to effectively implement the 2-level local government model.

Another task is to advise and propose to competent authorities to organize a preliminary review of 1 year of implementing the arrangement of administrative units at all levels and the operation of local governments at 2 levels.

The arrangement of PPPs is being implemented simultaneously from the Central to local levels, with specific orientations for each sector and concentrated progress in the 2026-2027 period.

In Resolution No. 105/NQ-CP on continuing to build and complete the organizational structure of the political system in the coming time, the Government requests to continue to promote the arrangement and streamlining of the apparatus, and arrange VNU-CLs.

Based on the common framework, localities are implementing arrangements in many different ways, from building overall plans to implementing consolidation and specific transfer.

In Dong Nai, the Provincial People's Committee has issued Plan No. 40/KH-UBND from the beginning of 2026 on arranging SBs and state-owned enterprises in the province, in order to further concretize the Central Government and the Provincial Party Committee's policy on innovating and arranging a streamlined organizational structure, operating effectively and efficiently, meeting development requirements in the new period.

In the field of health, the locality has transferred 95 commune and ward health stations in their original state to the commune-level People's Committee for management, these units have legal status and operate as VNUs directly under the local government.

In Lao Cai, according to Decision No. 2555/QD-UBND Approving the Project and Decision to merge the Historical Archives Center, the Employment Service Center, and the Center for Nursing People with Meritorious Services into the General Internal Affairs Service Center under the Department of Home Affairs.

In Can Tho, the City People's Committee has issued 16 decisions on merging, dissolving, and reorganizing Private Enterprises; transferring 103 health stations under regional health centers to the People's Committees of communes and wards to establish health stations under the People's Committees of communes and wards; directing the completion of the establishment of 103 general service centers in communes and wards; consolidating steering committees and organizing inter-sectoral coordination.

Promulgating decisions regulating the functions, tasks, powers and organizational structure of 52 VMNCLs.

For VNU-CLs guaranteed by the state budget for regular expenditures and partially guaranteed for regular expenditures: the job position project of 260 units has been approved.
