Quang Ninh province has moderate to heavy rain, with very heavy rain in some places. Rainfall measured from 7 pm on August 21 to 7 am on August 22 is commonly from 40-140mm.

Faced with weather developments, the Inland Waterway Port Authority under the Quang Ninh Department of Construction issued a document temporarily suspending the operation of ships leaving ports and wharves.
Accordingly, affiliated units temporarily suspend the permission to leave ports and wharves for ships and boats that do not meet operating conditions and ships and boats operating for sightseeing and staying at sea from 7:00 AM on August 22.
The suspension is maintained until there is a final bulletin about a tropical depression or storm.
The Inland Waterway Port Authority requests ship owners and captains to proactively monitor weather developments; prepare sufficient fuel and necessary equipment, maintain communication and proactively bring ships and boats to safe shelters.
