Latest update from the National Center for Hydro-Meteorological Forecasting, due to the impact of storm No. 4 (international name Narra), at Bach Long Vi special zone (Hai Phong) there were strong winds of level 8, gusts of level 9; Co To special zone (Quang Ninh) had strong winds of level 6, gusts of level 9; at Mong Cai station (Quang Ninh) there were strong winds of level 7; at Phu Lien station (Hai Phong) there were strong winds of level 6, gusts of level 7.

At 7:00 AM on August 22, the storm center was located at about 21.3 degrees North latitude - 108.2 degrees East longitude, over the sea area of Quang Ninh - Hai Phong, about 140km north-northeast of Bach Long Vi special zone. The strongest wind near the storm center was level 8 (62-74 km/h), gusting to level 10. The storm is moving in a West direction at a speed of about 5 km/h.

Forecast for the next 24 hours, the storm will move in a South-Southwest direction, at a speed of about 3 km/h.

By 7:00 AM on August 23, the storm's center will be located at about 20.7 degrees North latitude - 107.9 degrees East longitude; over the Northern Gulf of Tonkin, about 110km east of Hai Phong, about 80km north of Bach Long Vi special zone. Wind intensity is strong at level 8, gusts at level 10.

Forecast for the next 48 hours, the storm will move in a Southeast direction, at a speed of about 3 km/h.

By 7:00 AM on August 24, the storm's center will be located at about 20.1 degrees North latitude - 108.5 degrees East longitude; in the Northern Gulf of Tonkin area, about 70km east of Bach Long Vi special zone, about 200km east-southeast of Hai Phong. The wind intensity will maintain at level 8, gusting at level 10.

Forecast for the next 72 hours, the storm will move in an East-Northeast direction, at a speed of 3-5 km/h.

By 7:00 AM on August 25, the storm's center will be located at about 20.4 degrees North latitude - 109.6 degrees East longitude; in the sea area east of the Gulf of Tonkin, about 200km east-northeast of Bach Long Vi special zone. Wind intensity is strong at level 8, gusting at level 10.

From 72 to 120 hours later, the storm is likely to change direction and move in a North-Northeast direction, moving 3-5km per hour, and is likely to gradually weaken into a tropical depression.

Regarding the impact of the storm at sea, the Gulf of Tonkin area (including Bach Long Vi, Van Don, Co To, Cat Hai special zones; Hon Dau island), the coastal sea area of Quang Ninh province and Hai Phong city have strong winds of level 6-7, near the storm center level 8, gusts of level 10; sea waves are 2-4m high; strong rough seas.

For the coastal mainland area, the coastal mainland of Quang Ninh province and Hai Phong city will have strong winds at level 6-7, gusts at level 8-9. Strong winds can blow off roofs, damage temporary structures, break down green trees and billboards; affecting electricity and traffic systems.

Regarding heavy rain, the Northeast region, the south of Phu Tho and Thanh Hoa provinces from August 22 to the night of August 24 will have common rainfall of 100-200mm, locally over 400mm; especially Quang Ninh, Hai Phong commonly 250-350mm, locally over 600mm; Lang Son, Bac Ninh commonly 200-300mm, locally over 500mm.

Rain developments are likely to continue after the night of August 24. Heavy rain may cause flooding in urban areas, industrial parks and low-lying areas; increasing the risk of floods on small rivers and streams, flash floods and landslides in mountainous areas.

In addition, due to the impact of the storm's circulation, it is necessary to prevent the risk of thunderstorms, tornadoes and strong gusts of wind.
