The Co To - Tran Island Sea Reserve was established to preserve natural, unique and important ecosystems, such as: Coral reefs in Co To Con, Thanh Lan, Hon Ngua island cluster, Tran island, Bo Cat island; mangrove forests, stone tidal beaches and aquaticaticaticatic populations; protect, restore and develop populations of precious and rare marine species, especially migratory species such as equines, reptile hills, pineapple prey hills, turtles, unscented pork...
At the same time, preserve the unique natural landscape of Co To sea - Tran Island to serve scientific research, education and exploit the unsold values of marine ecosystems and island landscapes for eco-tourism, adventure tourism, and resort tourism.
According to the decision, Co To - Tran Island Marine Reserve has a total area of 18,414.92 hectares, including 13,230.5 hectares of functional subdivisions (strictly protected subdivision; ecological recovery subdivision; service - administrative subdivision) and 5,184.42 hectares of buffer zone.

The decision determined 6 priority groups of tasks and projects to ensure the marine reserve operates effectively, in line with sustainable conservation and development goals, including: task groups, projects on land and water surface allocation, improvement of management mechanisms and development of human resources; task groups, projects on restoration and protection of Co To - Tran Island marine ecosystems and biodiversity; supporting community livelihood development; investing and developing eco-tourism areas.
The Provincial People's Committee assigned the Department of Natural Resources and Environment to preside over and coordinate with the Department of Home Affairs and relevant agencies to urgently research and propose a model for organizing and managing the Co To - Tran Island Marine Reserve in accordance with regulations and in accordance with the general direction of the Central Government and the province on streamlining organizations within public service units and state-owned enterprises in the province.
According to Decision No. 389/QD-TTg (dated May 9, 2024) of the Prime Minister approving the Planning for the protection and exploitation of aquatic resources for the period 2021-2030, with a vision to 2050, Quang Ninh has 3 marine reserves, including: Co To - Tran Island marine Reserve, Bai Tu Long Bay marine Reserve and Ha Long Bay marine Reserve. These are coastal areas that, in addition to their ecological and environmental values, are also a foundation for developing the marine economy associated with eco-tourism, scientific research, national defense and security protection of the frontline sea and islands of the Fatherland.
