On the morning of December 31, communes, wards and special zones in Quang Tri province simultaneously organized gifts from the Party and State on the occasion of welcoming the 14th National Congress of the Party and the 2026 Binh Ngo Lunar New Year for people with meritorious services to the revolution, social protection beneficiaries, social pensioners and vulnerable people.
Previously, Quang Tri Provincial People's Committee issued a document allocating and assigning the provincial budget estimate for 2025 from the targeted supplementary source of the Central budget, with a total budget of nearly 68 billion VND.
The above amount is allocated to localities and units to organize gift giving, ensuring timeliness and targeting, showing the concern and gratitude of the Party and State towards all classes of people, especially those in difficult circumstances.
The Provincial People's Committee requests localities to withdraw estimates, manage and use funds in accordance with the current financial regime; pay and finalize fully, for the right purpose, and for the approved subjects. In case the supplementary funds are not fully used for targeted purposes, the locality must reimburse the provincial budget.
If a shortage of funds arises, localities should proactively balance the local budget or use other legal financial sources to ensure sufficient gifts for all subjects, and at the same time report to the Department of Finance to summarize and advise the Provincial People's Committee to consider and supplement the remaining shortage of funds.
The activity of giving gifts during Tet and welcoming the 14th Party Congress contributes to caring for the material and spiritual life of people with meritorious services and vulnerable groups, while spreading human values and consolidating people's trust in the leadership of the Party and the State.
