On June 18, the People's Committee of Quang Tri province confirmed that on June 17, the People's Committee of Quang Tri province issued a decision to declare a natural disaster emergency to overcome the damage caused by storm No. 1 and floods.
Previously, from June 11 to 14, due to the impact of storm No. 1, the whole province suffered a period of very heavy to especially heavy rain over a wide area with common rainfall from 450 - 600mm in 72 hours, some places exceeding the threshold of 770mm such as Hai Lam (774mm), La To (755.6mm), Ta Long (666.4mm)...
Concentrated rain in a short time caused the water level of rivers to rise very quickly, many areas in the south of the province such as O Lau and Thach Han rivers have exceeded alert level 3, causing widespread deep flooding. Unusual natural disasters in the mid-summer have caused great damage to people, property, production in the Summer-Autumn crop and essential infrastructure.
In the face of the above situation, the Provincial People's Committee requested the People's Committees of districts, towns and cities to urgently mobilize forces, vehicles and materials to drain water for flooded areas, temporarily repair canals and dykes, and ensure production recovery. At the same time, review and inventory damage, clearly identify projects that need urgent investment and propose appropriate and timely support plans for people.
The Provincial People's Committee also assigned the Department of Agriculture and Environment - the standing agency for natural disaster prevention and control to preside over and urge the implementation of response plans; guide localities to deploy support for seeds and fertilizers; effectively operate irrigation and dyke systems; build emergency works to quickly stabilize production and life.
The Department of Finance is assigned to coordinate timely funding allocation and provide emergency damage support in localities. The Department of Construction reviews damaged traffic works and proposes repair solutions to ensure safety and traffic. Other departments and branches, based on their functions and tasks, proactively support the overcoming of consequences, ensuring the right subjects, in accordance with regulations and efficiency.
It is known that floods have killed 3 people in Quang Tri province. The whole province has over 21,200 hectares of newly sown Summer-Autumn rice that has been deeply flooded for 15-20 days; more than 3,700 hectares of vegetables and 745 hectares of aquaculture ponds are also submerged in water. Tens of thousands of poultry died due to floods, many fish cages on the Hieu River also died, leaving farmers penniless.
Not only in agriculture, but nearly 3,000 households in low-lying areas were flooded from 0.31m, hundreds of households had to evacuate to avoid the flood. Important traffic routes such as Ho Chi Minh Road West branch, National Highway 9, National Highway 15D and many bridges and culverts in Dakrong and Huong Hoa mountainous areas are locally cut off. The dike system, canals and river banks in the plains are also damaged and eroded.
