Orienting rapid, comprehensive, and sustainable development; linking growth with environmental protection and climate change adaptation; promoting green, circular and digital economy.
The development space is harmoniously organized between sub-regions: the North develops industry, urban areas, services, modern logistics; the South develops high-tech agriculture, marine economy, renewable energy and ecotourism.
The plan emphasizes taking people as the center, considering culture, tradition of studiousness and innovation as an endogenous resource; and at the same time requires building a modern administration, administrative reform, digital transformation, creating favorable conditions for the private economy and the startup ecosystem.

The goal by 2030 is for the province to strive for double-digit economic growth in the period 2026 - 2030; GRDP per capita over 200 million VND; economic structure shifting towards industry - construction and services playing a leading role; developing synchronous infrastructure, improving urban quality, and ensuring social security.
In the social field, towards improving the human development index, expanding access to high-quality education and health services; on the environment, controlling pollution, improving the rate of waste treatment, and sustainable use of resources.
Vision to 2050, Hung Yen aims to become a centrally-run city, a modern, smart, green and sustainable industrial - service center of the Red River Delta region.
The Chairman of the Provincial People's Committee requested the Department of Construction to coordinate with the consulting unit to review and complete the content; departments and branches to urgently complete the planning plan and send it to the Department of Finance for summarization.
At the same time, placing Hung Yen in the development space of Hanoi Capital and the Red River Delta region to create breakthroughs, shaping 3 key areas: the North developing urban areas, high-tech industry, services; the central area developing urban areas and cultural industries associated with Pho Hien; the South forming a free economic zone, developing high-tech agriculture associated with tourism, resorts, and health care.
Regarding infrastructure, the province identifies transportation as one step ahead, building "backbone" axes, increasing inter-provincial connectivity, linking with Hanoi and facing the sea; effectively exploiting ring roads, North-South expressways, connecting bridges and aviation infrastructure, creating a foundation for logistics development.
The province also orients the development of high-tech industry, logistics services, cultural industry, tourism, silver economy and modern agriculture.
