According to information from Quang Ninh Provincial People's Committee, Quang Ninh Provincial People's Committee received Official Dispatch No. 196/TTr-BKVI dated April 14, 2026 of the Construction Investment Project Management Board of Region I on submitting for approval the Task of 1/2. 000 scale zoning planning for Bac Cua Luc area - New Administrative Center of Quang Ninh province in communes and wards: Thong Nhat, Hoanh Bo, Viet Hung, Quang Ninh province.
Regarding this content, the Chairman of the Provincial People's Committee directed that, currently, the Provincial People's Committee has not considered and approved the Task of 1/2.000 scale zoning planning for the new Administrative Center area as proposed in Official Dispatch No. 196/TTr-BKVI to continue studying and selecting optimal and highly effective solutions.
Quang Ninh Provincial People's Committee requests the Investment and Construction Project Management Board of Region I to absorb the new orientations of the Central Government and the plans and proposed ideas of consulting units, conduct a comprehensive review of the plan; clarify the boundaries and research content to avoid overlapping with areas that are implementing planning research in the area within the same boundaries, and not to allow waste of state resources in the process of organization and implementation.
Assign the Department of Construction to take the lead in reviewing the entire draft documents and related dossiers; guide the Construction Investment Project Management Board of Region I to closely coordinate with relevant units to organize implementation to ensure regulations. The implementation process ensures synchronicity, suitability with the actual situation, closely follows the long-term vision and orientation of space organization and landscape architecture of the area.
Previously, Quang Ninh province had a plan to study the construction of a new administrative center of the province in Thong Nhat commune, on the bank of Cua Luc Bay. The current administrative center of Quang Ninh province is located in Ha Long ward, Quang Ninh province.
However, recently, the Central Government requested that, in the context of budget difficulties, maximize the function of using existing workplaces; minimize the construction of new headquarters and administrative centers in provinces and cities.
