According to Ha Tinh Provincial Social Insurance, as of July 31, the whole province has 1,778 units and businesses that have been late in paying or evading social insurance, health insurance, and unemployment insurance for 3 months or more with a total amount of 137.7 billion VND.
In which, there are 1,622 units that are enterprises, cooperatives, and individual business households that are late in payment and evade payment of 117.1 billion VND.
The largest social insurance debtor is Ben Thuy Shipbuilding One Member Limited Liability Company with more than 33 billion VND. Next is Ha Tinh Road Construction Joint Stock Company No. 1, which owes more than 3.1 billion VND. Many other businesses also owe hundreds of millions of VND.
Mr. Nguyen Huu Tien - Head of Revenue Management and Participant Development Department, Ha Tinh Provincial Social Insurance - said that Ben Thuy Shipbuilding One Member Limited Liability Company is currently completing dossiers for dissolution.
According to Mr. Tien, besides some businesses that are really facing difficulties in production and business, there are still many business owners who intentionally delay and evade paying social insurance, health insurance, and unemployment insurance even though they have been notified of the debt amount and invited to work many times by the social insurance agency.
Late payment of social insurance hinders and directly affects the right to enjoy social security benefits of workers. This is a prohibited act under the Law on Social Insurance and the Law on Employment, which needs to be strictly handled.
According to regulations, employers must pay the full amount of late payment and late payment interest at a rate of 0.03% per day into the social insurance, health insurance and unemployment insurance funds.
Cases of evasion of social insurance contributions may be subject to administrative sanctions, and may even be prosecuted for criminal liability according to the provisions of law.
At the same time, businesses must compensate if they do not fulfill or do not fully fulfill their obligations to pay social insurance, health insurance, and unemployment insurance, causing damage to the legitimate rights and interests of employees.
According to Ha Tinh Provincial Social Insurance, from the beginning of 2026, the unit has reviewed and identified enterprises showing signs of late payment or evasion of social insurance to implement appropriate urging measures. For units with outstanding debts, the social insurance agency makes phone calls, sends notices, and invites them to work to propagate and request them to fulfill their obligations according to regulations.
Provincial Social Insurance also coordinates with the Provincial Economic Zone Management Board, Provincial Police, Provincial Labor Federation and related units to strengthen propaganda and urge debt recovery.
At the same time, the social insurance agency organizes specialized inspections for units with prolonged debts, makes records as a basis for completing dossiers and transferring them to the Police agency for handling according to regulations. Every month, the list of units with prolonged debts is publicized in the mass media.
After publicizing the list of social insurance debts, we recovered a part of the debt amount, but the results achieved are not high. Many businesses have been publicized their lists many times but are still delaying and not fulfilling their obligations," Mr. Tien said.
According to Mr. Tien, the work of recovering social insurance debts is still facing many difficulties. Up to now, Ha Tinh has not sued any unit owing social insurance in court.
The strongest measure currently is to transfer dossiers of units showing signs of evasion to the investigating agency for handling according to regulations.
In the coming time, the Provincial Social Insurance will continue to persistently and drastically implement solutions to improve the efficiency of debt recovery and ensure the legitimate rights of employees.
