Focus on comprehensive assessment of salary and social insurance policies
The Central Steering Committee for reforming salary policies, social insurance (BHXH) and preferential treatment for people with meritorious services has just issued Decision No. 124/QD-BCĐCCTL BHXH dated August 29, 2026, accompanied by the Plan to study and develop a Project on reforming salary policies and BHXH to submit to the 5th Conference of the 14th Party Central Committee.
The Central Steering Committee requests ministries, branches, and relevant agencies to summarize and evaluate the implementation of salary and social insurance policies since the Central Government issued Resolution No. 27-NQ/TW and Resolution No. 28-NQ/TW to date; clarify inadequacies, analyze causes, and propose recommendations and solutions suitable to the specific characteristics of each field.
Regarding salary policy, the plan requires an assessment of contents related to the minimum wage, base salary, salary scale, allowance regime and salary mechanism for many groups of subjects in the public sector, armed forces, judicial, education, health, science and technology, culture, sports and tourism, agriculture and environment, construction, banking, auditing, inspection as well as the business sector. The assessment contents are assigned to the corresponding lead agency, basically completed in August 2026.
Regarding social insurance policies, the plan focuses on summarizing and evaluating compulsory social insurance policies, voluntary social insurance, unemployment insurance (BHTN) for cadres, civil servants, public employees and workers in all types of enterprises, informal sector workers; social insurance and unemployment insurance policies for the armed forces; financial management of social insurance and unemployment insurance; supplementary pension insurance policies and social pension allowance policies.
The plan also requires an assessment of the impact of social insurance policies on employees; research on the current situation and solutions to reform unemployment insurance policies, towards building employment insurance; research on the current situation and solutions to reform policies on occupational accident and disease insurance.
The Ministry of Home Affairs is assigned to preside over many contents, coordinating with the Ministry of Finance, the Ministry of Health, the Ministry of National Defense, the Ministry of Public Security and the Vietnam General Confederation of Labor depending on each task.
The Ministry of Finance is assigned to research and propose solutions to create resources to implement salary and social insurance policy reform.
The plan also sets out the task of summarizing lessons and international experiences related to salary policy reform and social insurance, thereby proposing recommendations and solutions suitable for Vietnam.
These tasks are implemented in the period of August - October 2026.
Complete the Project and draft Resolution in 2026, submit to the Central Government in March 2027
Based on the results of research, summarization and consultation, the Plan identifies the next steps to summarize and complete the Project on reforming salary and social insurance policies.
In September-August 2026, the Ministry of Home Affairs will take the lead in summarizing, building, and completing the first draft of the Project; and at the same time collect opinions from experts.
By October 2026, it is expected to complete the second draft of the Project and submit it to the Steering Committee; in November 2026, report to the Government Party Committee, receive and complete the draft.
In parallel with the project development process, the Ministry of Home Affairs presides over the drafting of the Resolution.
The first draft is built and completed in the period of August - November 2026; in December 2026, it will be submitted to the Steering Committee and reported to the Government Party Committee for acceptance and completion. The second draft of the Resolution is expected to be completed in January 2027 and reported to the Government Party Committee in February 2027.
According to the determined roadmap, it will be submitted to the Politburo and the Secretariat in February 2027; and to the 14th Party Central Committee in March 2027.
Thus, the plan sets a goal to complete the research and development process of the Project and draft Resolution in a relatively urgent time, as a basis for submitting to the 5th Conference of the 14th Party Central Committee for consideration.
The plan also identifies the task of implementing the Project on salary and social insurance policies after the 5th Conference of the 14th Party Central Committee has a resolution or conclusion.
Accordingly, based on the contents decided or concluded by the Central Government on the implementation of the Project, ministries and ministerial-level agencies with authority will issue documents to institutionalize the Resolutions and Conclusions of the Central Government and organize the implementation of the Project.
The Central Steering Committee requests ministries and member agencies to proactively coordinate with relevant agencies, urgently implement assigned tasks, ensure quality and set progress.
